As a Contract & Commercial Analyst, you'll play a key role in supporting the commercial and regulatory success of our heat network, EV charging and solar PV portfolios. Working closely with the Commercial Energy Manager and supporting the Head of Energy, you'll combine your legal, commercial and analytical expertise to help manage contracts, strengthen compliance, and provide valuable commercial insight that supports strategic decision-making. With the Heat Networks (Market Framework) Regulations 2025 and the Ofgem authorisation deadline of 26 January 2027 fast approaching, this role will be instrumental in ensuring our supply agreements, customer contracts and commercial frameworks meet evolving regulatory requirements and consumer protection standards. Your impact in the role: Support L&Q Energy’s Ofgem authorisation programme under the Heat Networks (Market Framework) Regulations 2025, reviewing and updating supply agreements, customer contracts and framework documents against consumer protection and licensing requirements ahead of the 26 January 2027 statutory deadline. Maintain a central contracts register covering O&M contracts, energy supply agreements, metering contracts, EV charging contracts and PV offtake agreements, tracking expiry dates, break clauses and indexation reviews and flagging risks to the Head of Energy. Provide junior-level commercial analysis on contract terms, cost benchmarking and pricing structures, supporting procurement exercises, tender evaluations and negotiations under supervision. Monitor legislative and regulatory developments relevant to heat networks, EV and PV, including Ofgem guidance, DESNZ updates and statutory instruments, producing regulatory briefing notes and maintaining a regulatory change log. Support the preparation of IPG committee papers, governance submissions and executive briefings with a legal or commercial dimension, including adoption decisions, charge-routing analysis and regulatory position papers. Internally, you will work closely with the Energy Senior Leadership Team, Legal, Development, Finance, Customer Services, IT/Data, Asset Management and Resident Engagement. Externally, you will interface with Ofgem, DESNZ, the Housing and Energy Ombudsmen, external solicitors, counterparties, the ADE and sector forums. Your work will directly underpin LQE’s Ofgem authorisation and strengthen its contract templates, legal processes and regulatory compliance framework as the heat network portfolio continues to scale. What you'll bring: A law degree (LLB or equivalent) – this is mandatory for the role. A sound understanding of contract law, commercial agreements and legal drafting, with the ability to review, interpret and summarise complex legal documents. Strong analytical and written communication skills, excellent attention to detail, and the ability to manage multiple deadlines and priorities. Proficiency in Microsoft Office (Word, Excel, PowerPoint) and the ability to collaborate effectively across multiple departments and disciplines. Desirable: knowledge of the Heat Networks (Market Framework) Regulations 2025 and Ofgem’s authorisation framework. Desirable: experience or academic exposure to energy, utilities or real estate law, and an understanding of consumer protection legislation relevant to regulated services. Desirable: experience using contracts management software or legal registers, and knowledge of procurement law and public sector frameworks.
