Summary

Job Overview• Provide integrated operational leadership for the safe, compliant and effective delivery of Core Contract activities across the Falkland Islands.

• Lead day-to-day service delivery for Hard FM; Plant and Transport; Water Treatment and Services; Energy and Sustainability; Performance

Management; and Asset Management.

• Maintain the Affected Property in a compliant condition and support the Client's operational capability through effective planning, resourcing,

maintenance and operational control.

• Ensure delivery meets contractual requirements, response standards, KPIs, statutory and mandatory obligations, budgets and agreed programmes.

• Be fully conversant with the applicable form of contract (NEC4/DEFCON), including Core Services, the Inclusive Repair Threshold, Billable Works, Change Management, Early Warnings, service failures, performance measures and Supplier/Buyer responsibilities.

• Act as the senior operational interface with the Client, Heads of Establishment, End Users, supply-chain partners and other stakeholders.

Main Duties

Operational leadership

Lead multidisciplinary operational teams, setting clear accountabilities, priorities and standards of performance.

Convert contract requirements into deliverable service plans, work programmes, resource plans and operating procedures.

Ensure sufficient suitably qualified and experienced personnel, plant, vehicles, materials and specialist support are available.

Coordinate services to minimise disruption to military operations, occupants and End Users, including out-of-hours requirements within the Core Service.

Maintain operational resilience and contingency arrangements appropriate to the remote and logistically constrained Falkland Islands environment.

Hard FM

Oversee planned preventative, reactive and operational maintenance across buildings, infrastructure, systems and equipment.

Ensure tasks are correctly prioritised, responded to and permanently resolved within contractual timescales.

Monitor statutory and mandatory compliance, missed maintenance, repeat failures, defects, backlog and asset condition.

Ensure work is correctly managed as Core Service, Inclusive Repair Threshold activity, Billable Works or formal change.

Provide technical leadership and appropriate escalation across mechanical, electrical and building-fabric disciplines.

Plant and Transport

Lead the management, operation and maintenance of Buyer-supplied mechanical transport, mobile plant and associated equipment.

Ensure vehicles and plant are safe, serviceable, inspected, maintained and operated by trained and authorised personnel.

Maintain accurate utilisation, defect, maintenance, fuel, cost and availability records.

Oversee fleet and plant planning, parts availability, rationalisation, replacement proposals and operational contingencies.

Drive efficient utilisation and reductions in avoidable fuel use, emissions, mileage and idle time.

Water Treatment and Services

Oversee potable and non-potable water treatment, wastewater, firefighting water, swimming pools, sullage plant and water distribution services within scope.

Ensure sampling, testing, treatment, monitoring and records satisfy legislative, MOD and contractual requirements.

Maintain effective controls for water quality, Legionella, pollution, alarms, incidents, defects and continuity of service.

Ensure treatment and distribution assets are maintained, resilient and capable of supporting operational and welfare requirements.

Energy and Sustainability

Embed energy efficiency, environmental protection, carbon reduction, waste minimisation and sustainable practice across Core operations.

Support implementation of the Environmental Management System and associated plans, objectives and reporting.

Monitor energy, water, fuel, fleet and resource consumption; identify and deliver practical efficiency opportunities.

Ensure fixed plant, controls and Building Management Systems are operated efficiently while meeting operational needs.

Work closely with the Environmental and Sustainability Manager and other specialists without duplicating mandated Key Personnel responsibilities.

Performance Management

Own the operational performance cycle for Core services, including KPIs, response standards, contractual deliverables and evidence. • Use Information System and Help Desk data to identify trends, repeat failures, risks and improvement opportunities.

Develop and implement recovery plans where performance falls below requirement and provide early warning of potential failure.

Ensure reported performance is accurate, auditable, timely and supported by appropriate evidence. Chair or contribute to operational reviews and ensure actions are assigned, tracked and closed.

Asset Management

Lead operational asset management, ensuring asset records, maintenance histories, inspection results and condition data remain current.

Maintain oversight of the Service Register and forward maintenance requirements, using risk, condition, criticality and whole-life considerations.

Ensure asset changes are captured through the required property-change, data and estate-information processes.

Use analytics and estate experience to provide proactive recommendations on maintenance, lifecycle priorities, resilience and value for money.

Contract, commercial and governance

Maintain a detailed working knowledge of the contract, specifications, Buyer Supplied Information, performance regime and operational demarcations.

Manage operational inputs to Early Warnings, change control, compensation events, service failures and Billable Works.

Prevent unauthorised work and ensure Buyer approval is obtained where required.

Provide timely, evidenced operational contributions to monthly performance, condition, maintenance and annual reports.

Attend establishment and contract-governance meetings, maintaining effective relationships with Buyer commercial, finance, assurance and operational representatives.

Manage resources, expenditure and stock within approved controls while protecting service performance and operational capability.

Safety, quality, people and security

Complete operational assurance audits, including the required sample of completed planned and reactive works, and ensure corrective actions are closed.

What we are looking forEssential

• Significant management experience in Hard FM, engineering operations, utilities, infrastructure or a comparable technical environment.

• Experience leading multidisciplinary teams across operationally sensitive or geographically dispersed sites.

• Strong knowledge of planned and reactive maintenance, statutory compliance and asset-management principles.

• Experience of plant, fleet or transport management and of utility/process services, preferably water or wastewater.

• Demonstrable contract-management capability, including performance regimes, change control, Early Warnings, commercial boundaries and

auditable records.

• Experience managing KPIs, budgets, resources, supply chains, recovery plans and formal reporting.

• Strong health, safety, environmental and quality leadership.

• Ability to interpret complex contractual and technical requirements and turn them into practical delivery plans.

• Competence using CAFM, work-order, asset-management or comparable Information Systems.

• Strong stakeholder, communication, decision-making and incident-management skills.

• Full valid driving licence and ability to meet relevant security, medical, immigration and site-access requirements.

Desirable

• Degree, HNC/HND or equivalent experience in facilities management, engineering, construction, asset management or a related discipline.

• Membership of an appropriate professional body, such as IWFM, CIBSE, IMechE, IET or IAM.

• NEBOSH or equivalent recognised health and safety qualification.

• Formal contract-management training or substantial experience of NEC-style collaborative contract delivery.

• Knowledge of ISO 9001, ISO 14001, ISO 50001 and ISO 55001 principles.

• Experience of MOD standards, JSPs, SFG20 or another strongly regulated maintenance environment.

• Experience in defence, aviation, government, critical infrastructure, remote-island or overseas operations.
