The Role
Our client, a large public sector organisation undergoing significant transformation, is seeking an experienced Transformation & Change Programme Manager to lead complex change activity across a major corporate programme. This senior interim role requires a seasoned professional with strong local authority transformation delivery experience, capable of driving multi?workstream change, ensuring governance, and maintaining programme integrity in a fast?moving environment.
Waste sector experience is advantageous but not essential.
Key Responsibilities
Lead and coordinate complex transformation and change programmes, ensuring alignment with organisational priorities and delivering outcomes within agreed time, cost and quality parameters.
Manage programme governance, reporting, performance monitoring, and compliance, ensuring consistency across all projects and workstreams.
Oversee and support project delivery teams, contractors and internal stakeholders, ensuring effective resource allocation and high?quality delivery.
Drive stakeholder engagement and communication across internal and external partners, ensuring benefits realisation and alignment with wider strategic programmes.
Identify, manage and mitigate programme risks, issues and interdependencies, ensuring programme coherence and timely escalation where required.
Provide expert advice, guidance and reporting to senior leaders, boards and governance groups, ensuring transparency and accountability.
Ensure robust programme audit trails, financial accountability and adherence to organisational regulations and standards.
You Will Need (Essential Requirements)
Proven experience delivering transformation within a large, complex public sector environment, ideally within a local authority.
Strong programme and project management expertise, including governance, risk management, business change and benefits realisation.
Ability to analyse, interpret and communicate complex information to senior stakeholders.
Experience influencing senior leaders and driving organisational change across multi?disciplinary teams.
A recognised project/programme management qualification (e.g., PRINCE2, MSP) or equivalent experience.
Desirable Experience
Experience within waste, environmental services or related operational transformation.
Experience managing budgets and ensuring financial compliance.
Strong understanding of government policy and legislation impacting local authority services.
Experience working with elected members or political stakeholders.
Experience leading consultation and engagement with service users and external partners.
