This is an exciting time to join the East Midlands Combined County Authority (EMCCA) as we take forward transport devolution and develop our first regional Local Transport Plan.

We are looking for an ambitious and experienced Senior Transport Planner to lead the development of our regional Active Travel Strategy.

This is a chance to have a real impact on how people walk, wheel and cycle across the East Midlands — helping create healthier, safer, more accessible and more welcoming places for everyone.

You will help set the region’s ambition for active travel, ensuring it supports wider priorities including health, air quality, accessibility, healthy streets, liveable neighbourhoods and sustainable growth. You will consider how we can enable children and young people to travel safely to school, connect new communities sustainably to jobs and services, and make the most of cycling’s contribution to leisure and the visitor economy.

About the role

You will lead the Active Travel Strategy from evidence and policy development through to engagement, implementation and evaluation, working closely with local authorities and partners across the region.

You will:

• Lead the development of an ambitious, evidence-led regional Active Travel Strategy and its integration into the Local Transport Plan.

• Develop and interpret transport data, research and technical evidence to shape strategy and investment decisions, including updating Local Cycling and Walking Infrastructure Plans (LCWIPs).

• Commission and manage consultants, providing clear direction and constructive challenge to their work.

• Develop monitoring and evaluation frameworks and use evidence to understand impact.

• Build strong relationships with local authority active travel teams and wider partners, influencing and challenging to raise ambition and performance.

• Prepare high-quality strategies, reports and briefings for senior decision-makers, including the Mayor and Transport Committee.

• Project manage work from conception through to delivery, managing risks, dependencies, resources and outcomes.

• Represent EMCCA at meetings and events, advocating for our regional transport ambitions.

You will also contribute to the wider Transport Strategy portfolio, including public transport, highways, decarbonisation, accessibility, safety, freight and the relationship between transport and spatial planning.
