About the role

The East Midlands Combined County Authority (EMCCA) is seeking an experienced and highly motivated Transport Transformation & Delivery Manager to provide strategic leadership across its transport investment portfolio and help shape the future delivery capability of the Transport Directorate.

This is an exciting opportunity to join EMCCA at a pivotal point in its development, as the Authority takes on increasing responsibilities through devolution and develops its role in delivering transformational transport investment across the East Midlands.

You will provide strategic oversight across a complex portfolio of programmes, investment initiatives and transformation activity, ensuring that priorities are effectively governed, evidence-led and focused on delivering meaningful outcomes for residents, businesses and communities.

As a trusted adviser to the Director of Transport and senior leadership, you will help shape strategic priorities, strengthen programme delivery, develop organisational capability and ensure EMCCA is well positioned to maximise future investment and devolution opportunities.

Key responsibilities

You will:

• Provide strategic leadership across EMCCA’s transport investment portfolio, ensuring programmes and priorities align with corporate objectives, regional growth ambitions and emerging devolved responsibilities.

• Lead the development and continuous improvement of the Transport Directorate’s programme management, governance and assurance frameworks.

• Provide strategic oversight of major programmes and investment initiatives, managing interdependencies, risks, opportunities, resources and benefits.

• Act as a principal adviser to the Director of Transport and senior leadership on programme delivery, investment planning, organisational transformation and performance.

• Lead strategic analytical, intelligence and modelling capability, ensuring evidence informs policy, investment decisions, business cases and performance management.

• Drive the integration of programme delivery, financial planning, performance management and strategic policy to maximise public value.

• Lead the development of complex business cases, investment propositions and funding opportunities.

• Drive transformation, innovation, digitalisation and continuous improvement across the Directorate.

• Establish effective arrangements for programme assurance, benefits realisation, risk management and performance reporting.

• Build influential relationships with constituent authorities, Government departments, funding bodies, delivery partners and regional stakeholders.

• Prepare and present complex reports, business cases and strategic recommendations for the Mayor, senior leadership, committees, boards and external partners.

• Represent EMCCA at local, regional and national forums, influencing strategic transport and investment discussions.

• Contribute as a senior leader within the Directorate, promoting a high-performing, collaborative and inclusive culture.
