About the role
The East Midlands Combined County Authority (EMCCA) is seeking an experienced and motivated Housing Strategy and Performance Manager to lead its housing strategy and performance function.
This is an exciting opportunity to play a key role in shaping housing priorities across the East Midlands, translating national, regional and local housing policy into clear strategies, delivery plans and measurable outcomes.
You will provide high-quality advice, insight and assurance to senior officers, elected members and partners, while working collaboratively with local authorities, Homes England, Government departments and other housing and regeneration stakeholders.
The role also offers an excellent opportunity for an experienced housing professional looking to develop their leadership skills and move into their first formal management role, with responsibility for one direct report.
Key responsibilities
You will:
• Lead the development and implementation of EMCCA’s housing strategy work programme, ensuring alignment with corporate, growth, devolution and regeneration priorities.
• Develop and maintain housing performance frameworks, dashboards and evidence bases, using data and insight to identify trends, risks and opportunities.
• Prepare clear, evidence-led reports, briefings and recommendations for senior officers, elected members, committees and partnership boards.
• Support and coordinate the EMCCA Housing and Land Committee, including preparing papers, evidence and policy advice and facilitating task and finish groups where required.
• Develop delivery plans, milestones and action trackers, monitoring progress and escalating risks and dependencies.
• Build effective relationships with local authorities, Homes England, Government, registered providers, developers and other partners to support shared housing priorities.
• Manage defined budgets, contracts and external specialist support within delegated authority.
• Lead, support and develop a small team, creating a positive and accountable working environment.
