The council is building a high-performing team of professionals to support the delivery of its housing and asset management priorities. The role: Harlow Council is seeking an experienced Pre-Construction Team Manager to join its Housing Capital Works team, supporting the early-stage development of a large-scale programme of refurbishment and component replacement works across occupied council homes, including both low- and high-rise blocks. This post requires the successful individual to be based on site 2-4 days per week. The role sits within a fast-paced pre-construction environment where you will take responsibility for shaping future investment programmes before delivery begins. This includes ensuring schemes are properly scoped, designed, costed and fully compliant prior to handover to the delivery phase. Working collaboratively with internal housing, asset management and procurement teams, as well as external consultants and technical advisors, you will help identify priority estates and buildings, coordinate surveys, inspections and feasibility work, and develop well-defined capital projects ready for tender and delivery. A key part of the role will involve ensuring all works are developed in line with CDM 2015 regulations, the Building Safety Act 2022 and RIBA Plan of Work principles, with a strong emphasis on safety, compliance and quality in occupied residential environments. You will also work closely with the following colleagues; Consultation and engagement teams to ensure Section 20 Leasehold consultation, Tenants communication and RLO function are fully and timely informs of programme matters and ensuring appropriate consultation is supported throughout programme development. Procurement colleagues to support the tendering and evaluation of consultancy services and planned works. Delivery teams to ensure smooth transition from pre-construction into execution via timely contract execution, handover, mobilisation and supplier P2P set-up. This is a role for someone who can operate across multiple schemes at different stages, maintaining a strong overview of programme priorities while driving detailed project development at pace. The experience you will bring: A minimum of 5 years' experience in a similar role with either a housing association or local authority. Proven experience managing housing refurbishment projects and multi-million-pound contracts (£3-5m). Experience managing a team, including Project Managers and Resident Liaison Officers. Experience in managing consultants and contractor performance. Experience of design and build / traditional contracts (desirable). Strong experience in KPI reporting, budget monitoring, and monthly valuations. Experience of operating successfully in Major Works (Capital) Unwavering focus and significant capability in delivering real outputs and valuefor the organisation and residents. Demonstrate ability to lead and motivate Proven capability towork collaboratively with other teams and colleagues, delivering the required outputs for Harlow residents. Skills and Knowledge A professional care qualification at RQF level 5 (Diploma) or ability to undertake and pass within timeframes, evidence of post qualification training and development, or a relevant degree e.g. Social Work, Teaching, Nursing, Youth and Community Diploma, and evidence of post qualification training and development. A Registered Manager award with OFSTED is desirable. The Opportunity The Targeted Youth Advisor will play a key role in developing the Youth Service offer by working with identified Young People who are at risk of not engaging in employment, education, and training. TYA's provide in depth, evidence based, one to one intensive mentoring, bespoke groupwork packages and positive activities to empower Young People to overcome barriers to education to reach their full potential. The role supports young people of school age requiring impartial advice and guidance to re-engage in education, as well as progression into post sixteen opportunities such as, appropriate employment, education, training, and vocational opportunities. You will play a key role in identifying opportunities, enabling them to fulfil their potential and access universal services. You will also engage in mentoring and reintegration work that supports the government's statutory guidance for pupils of alternative provision for those at a compulsory education age. The role will be aligned to another service area within Essex County Council. A broad understanding of the issues affecting young people, barriers to education, opportunities for learning and the services provided by partner agencies is essential. Contributing to the development of a high-quality targeted service for young people, the role will work with colleagues across the Council and key partners such as Education, Health, Social Services and Youth Offending Service, to ensure the best possible outcomes for young people. Accountabilities Responsible for assisting young people to overcome barriers to access universal services and learning or employment, providing impartial advice, information, and guidance, supportive of young people's needs and views. Work with young people, their families, and schools to remove barriers to education and learning in line with the DfE statutory guidance on Alternative Provision. Carry out young carers statutory assessment of needs, in line with our statutory duty as defined by the Children's and Families Act 2014. Responsible for managing a defined caseload of young people to establish their needs and offer intervention in line with external contracts and create, maintain, and review accuracy of records in conjunction with DfE guidance and that of external funders, whilst ensuring compliance with Information Sharing Protocols. Responsible for the effective management of staff; renewing and reflecting on professional practice to achieve continuous improvement in performance. Supporting the development and delivery of intensive support to identified young people a, within a cost recoverable framework to remove barriers to education, employment, or training. Working in collaboration with stakeholders, including senior school-based staff, social care, SEND, Youth Offending Service, Housing, and partner agencies, to provide wider support to young people to remove barriers to learning, training and employment. Responsible for the delivery of high quality one to one interventions, mentoring and group work through positive activities that are cost effective, planned, actioned, and evaluated.
