We are recruiting an experienced, values-driven care leader to oversee five new supported living services specialising in complex care across Liverpool and Cheshire West.

The Role – Area Registered Manager / Regional Operations Manager

As Area Registered Manager, you will lead the development, operational management and quality of five supported living services providing complex care across Liverpool and Cheshire West.

Working closely with Service Managers and Cluster Managers, you will ensure each service delivers safe, effective and person-centred support while meeting Care Quality Commission (CQC) standards and regulatory requirements.

This role combines regional leadership, operational management, quality assurance and service development. You will have the opportunity to shape new supported living services, strengthen management teams and establish high standards of complex care from the outset.

Key Responsibilities

Lead the development and establishment of five new supported living services for adults with learning disabilities and complex care needs.

Oversee the operational performance, quality and compliance of multiple supported living services across the region.

Undertake CQC registration responsibilities for one or more services, as required.

Ensure services meet CQC regulations, safeguarding requirements and relevant health and social care legislation.

Promote person-centred care, independence, dignity and positive outcomes for people receiving complex care support.

Coach, mentor and develop Service Managers and Cluster Managers.

Lead audits, quality assurance, compliance monitoring and continuous service improvement.

Manage budgets, staffing levels, rotas and resources in line with commissioned care hours.

Monitor service performance, manage operational risks and implement improvement plans.

Build strong partnerships with families, commissioners, social workers and healthcare professionals.

Support recruitment, workforce development and effective staff retention across supported living services.

Identify opportunities for service development, business growth and improved care delivery.

Maintain robust governance, documentation, risk assessments and health and safety standards.

About You

You are an experienced leader in supported living services, complex care or adult social care, with the ability to oversee multiple services and inspire managers to deliver excellent standards of support.

You may currently be working as an Area Registered Manager, Regional Manager, Operations Manager, Regional Operations Manager, Area Manager or Registered Manager and have experience managing supported living services for adults with learning disabilities, autism or complex support needs.

You understand the challenges of establishing new services, maintaining regulatory compliance and managing operational performance. You can balance strong leadership and commercial awareness with compassion, accountability and a commitment to person-centred care.

Essential Skills and Experience

NVQ Level 5 in Leadership and Management or a Level 5 Diploma in Leadership and Management for Adult Care, or actively working towards an equivalent qualification.

Significant management experience within supported living services, complex care or adult social care.

Experience overseeing multiple services, teams or geographical locations.

Strong knowledge of CQC regulations, registration requirements and quality standards.

Experience in operational management, service development, risk management and safeguarding.

Understanding of Positive Behaviour Support (PBS) and person-centred care approaches.

Proven ability to lead, coach and develop managers and frontline care teams.

Experience managing budgets, staffing resources, service performance and quality assurance.

Excellent leadership, communication, planning and problem-solving skills.

A flexible, resilient and proactive approach to developing high-quality care services.

Additional Requirements

Full UK driving licence.

Enhanced DBS check, or willingness to obtain one where applicable.

Satisfactory employment references.

Ability to meet relevant CQC registration requirements for the services managed.
