We are supporting a high profile public sector organisation to recruit an interim Licensing Service Manager to lead the operational delivery of a newly established, city wide licensing function. This is a rare opportunity to shape and drive a service at the forefront of regulatory innovation, supporting London’s cultural, economic and night time ecosystem.
The successful candidate will provide senior operational leadership across the Mayor’s Responsible Authority and Call in functions—ensuring robust governance, high quality interventions and consistent delivery across London boroughs. You will oversee a multidisciplinary team delivering complex licensing casework, operational support and service administration, ensuring the service is resilient, high performing and responsive to London’s diverse needs.
This interim appointment provides essential leadership capacity while recruitment to a longer term post is underway. Candidates with strong public sector operational leadership experience are encouraged to apply; licensing expertise is highly desirable but not essential where candidates can demonstrate exceptional service management capability.
The Role
You will act as the operational lead for the Licensing Service—responsible for workforce planning, risk management, quality assurance, service development and senior stakeholder engagement. Working in a fast paced, politically sensitive environment, you will represent the service at governance forums, borough meetings and external stakeholder events, ensuring credibility, consistency and alignment with organisational priorities.
Key Responsibilities
Lead and direct the operational delivery of the Responsible Authority and Call in functions, ensuring consistent, high quality and legally robust interventions across London boroughs.
Establish and oversee triage, assessment and escalation processes to ensure evidence led, proportionate and timely decision making.
Implement and maintain governance, quality assurance and performance frameworks to ensure clear accountability and compliance with statutory requirements.
Manage service performance, caseloads, operational pressures and risks, ensuring delivery meets organisational and stakeholder expectations.
Lead workforce planning, resource allocation and team development to ensure capacity, capability and resilience within a multidisciplinary service.
Identify and resolve operational, legal, reputational and political risks, acting as the senior escalation point.
Build and maintain productive relationships with boroughs, responsible authorities, legal teams and enforcement partners to support coordinated delivery.
Drive continuous improvement, using operational insight and stakeholder feedback to refine processes and strengthen service effectiveness.
Person Specification
Essential:
Significant experience managing operational service delivery within a regulatory, enforcement or comparable public sector environment.
Proven line management experience, including leading medium sized multidisciplinary teams and maintaining service standards.
Demonstrable experience driving continuous improvement, adapting priorities and managing delivery in a new or evolving service environment.
Ability to work under pressure, manage competing demands and make sound operational decisions at pace.
Strong collaborative skills, with experience working in dynamic, multi functional teams to improve service delivery.
Desirable:
Premises licensing knowledge and experience (highly desirable but not essential for the interim role).
Experience working within a political or policy focused environment.
