Summary
JOB PURPOSE To provide leadership in NHS GM fulfilling the requirements of the emergency planning standards and the civil contingencies act (CCA) 2004, ensuring the adequacy and appropriateness of local emergency plans, preparedness, and business continuity planning arrangements. The Civil Contingencies Act and accompanying non-legislative measures contain highly complex and sensitive information that will require the post holder to interpret the act (including present and future regulations) in a local context and devise and co-ordinate strategies, policies, and procedures for NHS GM. The post holder will be responsible for ensuring that NHS GM complies with all relevant emergency preparedness, resilience, and response (EPRR) as set out in the NHS England EPRR framework. Develop and deliver the organisations emergency preparedness, resilience and business continuity plans and procedures. Improve organisational compliance with the EPRR core standards and provide leadership and management both as part of the team and of the wider EPRR community. The post holder will also be responsible for the representation of NHS GM in the GM Health Economy EPRR planning groups and for supporting the workstreams arising from those. Hold budgetary responsibility for EPRR activities, ensuring effective allocation and management of financial resources to support NHS GMs preparedness, resilience, and response priorities in alignment with strategic goals. Ensure alignment of NHS GMs emergency planning and continuity strategies with complex, multi-agency frameworks and regulations, translating national standards into practical local actions. Lead the development and execution of high-impact training programs for on-call staff, including senior leadership and emergency responders, to foster readiness and compliance with emergency preparedness standards.
