Summary

Job OverviewThe day to day management of the Logistic and Mitie Stores teams, Marine Services and Nuclear support. Management and Coordination of the Nuclear Services, Asbestos and Legionella.

Main Duties

The Logistics Manager is responsible to the Deputy Account Director for the Direction, Co-ordination and Control of all ISP Logistic activities including:

-Ensuring that all tasks specified under the Contract are completed efficiently, effectively and in a timely manner.

-Ensuring that all Supply, Inspection and Maintenance Activity accords strictly with the extant and relevant rules and regulations directed by the Authority.

-Taking prompt action to correct any shortfalls, which may be reported by the Authority, or become apparent from Company Quality Audits.

-Ensuring that Company Procedures are published for all relevant activities and are amended to reflect changing circumstances, tasking or contract activity.

-The prompt investigation of all incidents/occurrences which might be attributable to bad workmanship, negligence or misbehaviour. Where appropriate, will instigate disciplinary action ensuring that any such action is just, appropriate and fully complies with the Company Disciplinary and Appeals Procedure.

-Complying with all relevant Safety Procedures. To ensure that the requirements of COSHH, Health and Safety at Work and Environmental Legislation are complied with at all times.

-Ensuring that all Contract Employees maintain good working relationships with their respective authority counterparts.

-Monitor overtime working and on-call arrangements to ensure that manpower in the areas of jurisdiction is utilised economically. This includes responsibility for ensuring that manpower of the right experience and calibre is available to meet the task at all times.

-Co-operating with the Quality Assurance to implement any observations raised during quality audits carried out by the Authority or the Company.

-Ensuring Performance Management is introduced in the Logistics Areas and targets for this year are met. Carrying out Performance Reviews on immediate reports in accordance with the Contract programme.

-Promoting a system that ensures that all work is undertaken in a safe environment and one in which the provisions of Health and Safety at Work Act and COSHH regulations and Environmental Legislation are complied with at all times.

-Responsible for the Hazard Waste team and disposal of all Hazard waste IAW local legislation.

-Interact with and provide support to the WFS Team in the planning of visits of ships and submarines to HMNB Gibraltar

-Work closely with Mitie's heads of services to deliver a joined-up approach to the delivery of Marine Services; ensuring close coordination between marine services and Mitie's maintenance and stores functions to deliver the specified services and minimise disruption successfully

-Liaise with the Marine Services Manager to coordinate responses from our teams to the LOGREQ so that we meet each vessels requirements.

-Liaise with the Head of Asset Management and the Marine Services Manager to proactively plan the maintenance of marine equipment during quiet periods in the berthing plan.

-Track the completion of all activities against the required timescales.

-Upon request from the PSM, will coordinate appropriately qualified members of the Core Plant Team to operate a cherry picker and jet wash in support of routine maintenance of visiting vessels and MOD craft based in Gibraltar.

-Support the planning of a visit of an NPW will and meet with the Marine Services Manager to ensure the adequate provision of Competent Persons for the visit.

-Co-ordinate with the waste management team to ensure the collection and disposal service for all vessels at HMNB Gibraltar are delivered iaw the contract.

Nuclear Support

-Support and interact with the GNSAG committee alongside the Marine Services Manager and the Electrical AP and be fully involved in the planning of visits from Nuclear Powered Warships (NPW)

-Advise the committee on planned and ongoing works and report on the status of any defects and the maintenance state of supporting services and equipment providing all information necessary to enable the committee to authorise visits of NPWs.

-Report to GNSAG at least four weeks in advance of the start date any planned activity that may affect the availability of the operational nuclear berths.

-Be ‘on-call' during all NPW visits and, in the event of an incident, will take on the role of Incident Headquarters (IHQ) Representative

-Maintain a pool of voluntary SQEP resources who will be members of the NERO and Intervention pools

-Ensure that all NERO and Intervention volunteers have received up to date training required for the relevant roles

-Regularly review members of the NERO and Intervention pools to sustain a viable pool of volunteers at all times.

Logistics

-Support and be responsible for MOD and Mitie stores teams and GFE audit processes.

-For GFE assist the Procurement Manager and support the Procurement Stores with stock demands and storage.

-Logistics (Stores) Manager is responsible for the management, accounting, storage, issue, receipt, collection, delivery and disposal of all MOD and Mitie held equipment and stores as well as publications, forms and stationery.

-Ensure the teams operate the Management of the Joint Deployed Inventory (MJDI) and the Visibility in Transit Asset Logging (VITAL). Systems in accordance with MOD directives, publications and instructions in particular the Defence Logistics Framework (DLF).

Asbestos & Legionaella Management

-Responsible for the management of the asbestos and Legionella Management Plans

-Responsible for the management of the Legionealla and Asbestos Remedial Works

Responsible to carryout all related Asbestos and Legionella works IAW the OPC contract.

What we are looking for

-A Senior Manager from a strong Logistics or Engineering background in the military or equivalent civilian experience, they will have extensive knowledge and management experience of supply and Core Plant maintenance, resource allocation and personnel management.

-Proven organisational and communication skills with the ability to lead and motivate a team to achieve set targets in an environment of efficiency and cultural change

-A good communicator in English, they will be committed to collaborative working and willing to accept responsibility concomitant with authority

-The Head of Logistics and Waterfront Services will be adaptable to new contract strategies and ways of working and be ready to accept the particular challenges presented by the changes in Gibraltar.

-HNC or equivalent level logistics professional qualification

-Recent experience in Senior Management of an equivalent supply of logistics organisation with responsibility for meeting agreed operational and financial targets. Recent experience in a service industry environment

-Fully IT literate - Accomplished in use of MS Office suite of software

-IOSH Managing Safely or equivalent experience of H&S compliance

-Knowledge of MOD and military organisations

-Good knowledge of the Spanish language

-Knowledge of CAFM system

-NERO and REPPIR trained

-Asbestos P405 qualified

-RP Legionella L8 qualified
