Job details

Join us and help shape a modern, efficient and customer-focused revenues service that supports our communities now and for the future.

About the role

This is an exciting opportunity for an experienced revenues professional to take the lead of our Council Tax, Business Rates and Recovery services.

As Council Tax and Business Rates Manager, you'll be at the heart of a high-performing Revenues and Benefits Team, leading operational delivery, shaping service improvements and ensuring we continue to provide an efficient, customer-focused service to residents and businesses.

You'll manage and support a team of dedicated professionals, providing leadership, expertise and direction across a complex and varied service area. From overseeing annual billing and recovery processes to implementing legislative changes and managing high-profile cases, you'll play a key role in ensuring services are delivered effectively and in line with statutory requirements.

This is more than an operational management role. You'll have the opportunity to influence service development, streamline processes, introduce innovative ways of working and help shape the future of revenues services. Working closely with colleagues, partners and stakeholders, you'll represent the service both internally and externally and provide expert advice on Council Tax and Business Rates matters.

If you're looking for a role where you can make a visible impact, lead meaningful change and help deliver outcomes that matter to local communities, we'd love to hear from you.

About you

We're looking for a confident and proactive leader with strong experience in Council Tax, Business Rates and recovery services.

You'll have an excellent understanding of relevant legislation and the ability to interpret complex guidance, make sound decisions and provide clear, practical advice. You will be comfortable dealing with challenging and sensitive cases, managing appeals and complaints, and ensuring services remain compliant while delivering the best possible customer experience.

You'll be an inspiring people manager who enjoys developing and motivating others. Whether coaching team members, managing performance or leading through change, you'll bring a collaborative and positive leadership style that helps people and services thrive.

You'll also be highly organised, commercially aware and focused on continuous improvement. With strong communication and relationship-building skills, you'll be able to work effectively with a wide range of stakeholders, from senior colleagues and elected members to residents, businesses and external partners.

Most importantly, you'll be passionate about public service, committed to delivering excellent outcomes and excited by the opportunity to lead a service that makes a real difference every day.

An offer of employment is conditional upon having the right to work in the UK. HDC does not hold a Sponsorship Licence and is unable to provide a Certificate of Sponsorship (CoS) or take over sponsorship for any role.
