Hays are delighted to be partnering with a progressive local government organisation to recruit a Procurement Portfolio Officer to join their expanding procurement function. This is an excellent opportunity to join a newly established team and play a key role in delivering strategic procurement and contract management activities across a diverse range of services
Your new role
As Procurement Portfolio Officer, you will be responsible for managing procurement activity and contract management within an assigned directorate, ensuring compliance, value for money and strong stakeholder engagement. You will work closely with internal stakeholders to develop procurement plans, provide procurement advice, support tendering activities, manage supplier relationships and identify opportunities for savings and continuous improvement.
Key responsibilities will include:
- Developing and managing procurement pipelines and annual procurement plans
- Managing a portfolio of contracts and leading contract review activities
- Providing expert procurement guidance on tenders, quotations, frameworks and procurement procedures
- Analysing spend and market data to support procurement strategies and compliance
- Building strong relationships with internal stakeholders and suppliers
- Supporting training delivery and promoting procurement best practice across the organisation
- Identifying and mitigating procurement risks while maintaining compliance with relevant legislation and policies
What you'll need to succeed
- A minimum of 2 years' experience within a procurement role
- Good knowledge of procurement legislation, contract management and procurement processes
- Experience of managing tender and quotation exercises
- Experience developing procurement policies, guidance or training materials
- Strong stakeholder management and relationship-building skills
- Excellent analytical and problem-solving abilities
- Membership of CIPS or currently working towards full CIPS membership
- A full UK driving licence and access to transport (or an alternative method of meeting the travel requirements of the role)
