Summary
A public sector organisation is seeking an experienced Interim Procurement Manager to support the delivery of a varied procurement portfolio across a range of goods and services categories.This is an excellent opportunity to join a busy procurement function and play a key role in delivering compliant, value-for-money procurement solutions. The successful candidate will work closely with stakeholders across the organisation to develop sourcing strategies, establish framework agreements, manage procurement exercises and ensure effective contract coverage.The organisation is looking for a commercially minded procurement professional who can build strong stakeholder relationships, navigate complex procurement requirements and deliver tangible outcomes in a fast-paced environment.
Your New Role
As Interim Procurement Manager, you will be responsible for leading end-to-end procurement activity and supporting the development of robust procurement strategies across a broad range of spend areas.
Key responsibilities will include:
- Leading procurement projects from initial market engagement through to contract award and implementation.
- Developing and establishing framework agreements to support organisational purchasing requirements.
- Managing mini-competitions and call-off exercises via both internal and external framework arrangements.
- Delivering procurement activity across a range of categories, including medical products, consumables, equipment and corporate services.
- Supporting bulk purchasing initiatives to drive value, efficiencies and supply continuity.
- Providing expert procurement and commercial advice to stakeholders across the organisation.
- Building strong relationships with operational leads and budget holders to understand service requirements and procurement priorities.
- Managing supplier engagement activities, tender evaluations and commercial negotiations.
- Developing sourcing, contract renewal and category strategies.
- Ensuring compliance with the Procurement Act 2023, organisational governance requirements and procurement best practice.
- Producing procurement reports, business cases, presentations and award recommendations.
- Supporting ongoing procurement transformation and continuous improvement initiatives.
What You'll Need to Succeed
To be successful in this role, you will ideally have:
- Proven experience delivering procurement activity within a public sector environment.
- Strong knowledge of the Procurement Act 2023 and public procurement regulations.
- Experience creating and managing framework agreements and call-off arrangements.
- Experience running mini-competitions and further competitions through framework structures.
- Knowledge of procurement relating to medical products, equipment, consumables or other high-volume purchasing categories.
- Strong stakeholder management skills with the ability to influence and challenge constructively.
- Experience managing end-to-end tendering and sourcing exercises.
- Excellent commercial, analytical and negotiation skills.
- Strong supplier relationship and contract management experience.
- Experience using e-procurement systems and Microsoft Excel.
- CIPS qualification, working towards CIPS, or equivalent procurement experience.
