OCSD Functional Learning is responsible for designing and developing high-quality digital, blended and facilitated learning solutions for operational business areas across the organisation, excluding the Contact Centre. The team works closely with business leaders and subject matter experts to identify learning needs, create effective training interventions and evaluate their impact on performance. Applying a collaborative and customer-focused approach, the team combines learning design expertise with operational insight to deliver engaging learning experiences that support organisational objectives. Functional Learning Practitioners are part of a supportive, inclusive and high-performing team that values innovation, continuous improvement and knowledge sharing, while working together to provide exceptional learning solutions that help colleagues develop the skills and confidence needed to succeed.

As a Functional Learning Practitioner, you will design, develop and evaluate engaging blended learning solutions that meet business needs and support operational performance. Working closely with stakeholders, you will conduct learning needs analyses, create digital and facilitated learning materials, and measure effectiveness to drive continuous improvement. You will also support and mentor colleagues, share best practice and contribute to a collaborative team environment, ensuring high-quality learning solutions are delivered consistently and effectively.

Your responsibilities will include, but aren’t limited to:

  • Design and update blended learning materials in line with the Chartered Institute of Personnel and Development (CIPD) best practice.
  • Facilitate functional learning solutions for business areas.
  • Support, mentor and develop Learner Support colleagues to facilitate learning, coach learners, monitor progress and provide feedback.
  • Evaluate and update learning solutions based on Kirkpatrick's four levels.
  • Work in partnership with business leaders to identify demand and ensure learning design materials are robust and meet the needs of the business.
  • Provide Functional Learning Co-ordinators with learning delivery information to ensure the Learning Management System (LMS) is kept up to date, for example, programme content and learner sign-off dates.
  • Escalate issues, including any delays to delivery timelines or sign-off, to the Functional Learning Lead.
  • Oversee and be accountable for performance, conduct and attendance processes within your area of responsibility and ensure they are adhered to and acted on in a timely manner in your role as Investigating Officer or Decision Officer.
