Senior Finance Officer (Grade 11) – Transactional Accounting
Transactional Accounting manages the Council's key income and expenditure streams and provides an essential financial control function that supports the effective stewardship of public funds. As part of the Finance Improvement Programme, the service has undergone significant transformation and implemented a new operating model designed to simplify, standardise and automate processes, improve resilience and strengthen service delivery across the Council.
We are seeking experienced and motivated finance professionals to join the Transactional Accounting management team as a Senior Finance Officer and play a key role in supporting the continued embedding and development of the new operating structure.
Reporting to a Principal Finance Officer, the successful candidates will be responsible for overseeing the day-to-day delivery of transactional finance operations, supporting teams through change, and ensuring that service standards, performance targets and financial controls are consistently achieved.
The role will involve providing operational leadership across one or more Transactional Accounting functions, supporting the implementation of new processes and ways of working, monitoring performance, resolving complex issues and working collaboratively with colleagues to deliver service improvements. You will be expected to promote a culture of accountability, customer focus and continuous improvement whilst ensuring compliance with financial regulations, policies and procedures.
Transactional Accounting predominantly operates through SAP and Mosaic, alongside a range of integrated third-party systems. The successful candidates will be expected to develop and maintain strong technical knowledge, support system and process improvements, and contribute to the ongoing modernisation of the service.

Key Responsibilities
- Support the day-to-day management and delivery of Transactional Accounting services.
- Assist with embedding the new operating model, processes and service standards.
- Monitor and improve team performance through effective use of data and management information.
- Provide technical advice and support on complex transactional finance matters.
- Ensure compliance with Financial Regulations, internal controls and agreed procedures.
- Identify and implement service improvements that enhance efficiency, customer experience and value for money.
- Develop positive working relationships with internal stakeholders and support a One Council approach to service delivery.
- Support colleagues through ongoing change and contribute to the development of a high-performing and resilient service.
What We Are Looking For
- Experience within a Transactional Accounting or wider finance environment.
- Good knowledge of transactional finance processes, controls and customer service principles.
- Experience of supporting service improvements and change initiatives.
- Strong analytical, organisational and problem-solving skills.
- Effective communication and stakeholder management skills.
- Experience of SAP, Mosaic or similar financial systems would be advantageous.
- Ability to lead by example and support colleagues in delivering high-quality services.
