Summary

Are you passionate about creating a greener, cleaner and safer city? We are looking for a Senior Transport Planner to lead the development and coordination of transport feasibility studies, helping to shape and deliver projects that support Portsmouth's Local Transport Plan objectives

Your new role

As a Senior Transport Planner within the Transport Delivery Team, you will coordinate and lead the feasibility process for transport schemes, supporting the development of projects that improve sustainable transport, public health and air quality across the city. You will help identify and secure funding opportunities, including the annual capital allocations expressions of interest. You will ensure schemes are progressed from concept through to delivery.

Working closely with colleagues and external partners, you will oversee technical work, manage programme delivery, prepare reports and briefing papers, and ensure that transport projects meet all relevant legal and regulatory requirements. This is an exciting opportunity to influence the future of Portsmouth's transport network and make a lasting impact on residents and visitors alike.

Who is the person summary:

You will be a proactive and experienced transport professional with strong project management and stakeholder engagement skills. Educated to degree level in a relevant discipline, or able to demonstrate equivalent professional experience, you will have experience of developing transport schemes and delivering projects in a complex environment. You will be a confident communicator, capable of presenting technical information clearly to a wide range of audiences, building strong partnerships and finding innovative solutions to transport challenges.

Key skills and experience include:

  • Relevant degree qualification or equivalent professional experience.
  • Experience of transport scheme development and design.
  • Excellent report writing and presentation skills.
  • Experience of financial and budget management.
  • Ability to manage competing priorities and make sound decisions.
  • Strong partnership building, negotiation and influencing skills.
  • Excellent verbal communication and problem-solving abilities.

Local Government Reorganisation (LGR)

As part of Local Government Reorganisation, current plans will see Portsmouth City Council combine with the district and borough councils of Fareham, Gosport and Havant and parts of East Hampshire and Winchester district councils to form a new, larger unitary authority for south east Hampshire.

We are working towards an implementation date of 1st April 2028, known as vesting day, subject to Parliamentary approval.
