Summary

Key Responsibilities of the role are: Strategic Productivity Analysis and Problem Solving Exercise judgement to prioritise the highest-value lines of enquiry, structuring complex and ambiguous strategic problems into focused analytical work that informs decision-making. Develop, maintain and continually improve the programme's integrated productivity evidence base by identifying, accessing, reconciling and assuring data from multiple sources (including MHSDS, IAPT datasets, finance, ESR, PLICS, operational, workforce and quality systems). Develop and apply advanced analytical methodologies, including MHNRG grouping, demand and capacity modelling, unit-cost modelling, benchmarking, statistical analysis and scenario modelling to identify, quantify and evaluate productivity opportunities. Own and maintain the programme's analytical methodologies, productivity metrics and modelling standards, ensuring analytical outputs are consistent, transparent, auditable and reproducible across services. Build and maintain complex analytical models, Power BI dashboards, productivity heatmaps and ranked outlier analyses and other analytical tools, enabling routine monitoring of productivity, activity, workforce, finance, patient flow and quality. Assess and communicate the quality, confidence, assumptions and limitations of analytical outputs, ensuring evidence is interpreted appropriately and uncertainty is explicit. Produce tailored analytical products, deep-dive analyses and evidence packs that synthesise quantitative and qualitative information into clear strategic insight for operational and executive decision-making. Work in partnership with the Strategic Productivity Improvement Lead by providing the analytical evidence, modelling and technical expertise required to validate productivity opportunities, support prioritisation and inform improvement planning. Apply advanced analytical methods and structured problem-solving to support the agreed priorities and service-level work of the programme. Own the programmes analytical methodology, reconciliation logic and analytical products. Business Intelligence will retain ownership of source systems, production data pipelines, statutory submissions and business-as-usual reporting infrastructure. Stakeholder engagement and influence Work collaboratively with clinical, operational, finance, costing and analytical colleagues to ensure analytical methodologies, assumptions and outputs are robust, credible and grounded in operational and clinical insight. Present complex analytical findings, modelling outputs and strategic options clearly and confidently to technical and non-technical audiences, supporting evidence-based discussion and senior decision-making. Provide expert analytical advice to clinical managers and senior stakeholders on the interpretation of productivity, costing and performance information. Strategic capability building Promote consistent analytical standards, including best practice in Power BI development, Excel modelling, data governance and reproducible analytical methods, to improve the quality, transparency and impact of strategic analysis across programmes. Build analytical and strategic capability within the SITI team and wider organisation through coaching, mentoring and practical support in analytical methods, structured problem solving and evidence-based decision making.
