Summary
Performance Management Framework Lead the development, implementation and continual improvement of the QE Facilities Performance Management Framework aligned to strategic objectives, contractual KPIs, and regulatory requirements. Support the Director of Corporate Services in in developing and coordinating the organisational planning and performance cycle. Develop clear performance reporting arrangements that provide assurance on organisational delivery, ensuring that all directorates have clear annual plans and objectives which align with the overarching strategic objectives. Performance Reporting and Insight Lead the organisation's performance reporting cycle, ensuring the timely production of accurate, high-quality performance information that supports operational management, strategic decision-making and organisational assurance. Integrate and analyse data from multiple organisational systems to provide a single, reliable view of organisational performance. Produce high-quality Board and Committee performance reports, presenting complex performance information in a clear and accessible format to support assurance, governance and informed decision-making. Ensure reporting provides clear visibility of performance against strategic objectives, contractual commitments and key performance indicators (KPIs). Introduce automated alerting, exception reporting and early warning indicators to support proactive performance management and timely intervention. Business Intelligence, Data and Analytics Lead the development and continuous improvement of the organisation's Business Intelligence capability to support operational, tactical and strategic decision-making. Design, develop and maintain integrated Business Intelligence solutions, including dashboards, automated reporting and self-service analytics using appropriate digital technologies. Lead the design and implementation of a central data architecture, including a data warehouse, to provide a single, reliable source of organisational performance information. Oversee the integration of data from multiple organisational systems to improve reporting capability and provide a comprehensive view of organisational performance. Develop analytical models that identify trends, risks, opportunities and emerging issues, providing actionable insight to support organisational improvement. Data Governance and Quality Lead the development, implementation and continual improvement of the organisation's data governance framework. Establish, monitor and maintain robust data quality standards, ensuring the accuracy, completeness, consistency and integrity of organisational data. Oversee data validation, assurance and quality control processes to enhance confidence in organisational performance reporting and decision-making. Strategic Planning and Performance Assurance Support the development, implementation and monitoring of the Corporate Plan, Annual Business Plan and organisational performance objectives. Coordinate the organisational performance review cycle, including quarterly business reviews and performance assurance meetings. Continuous improvement Promote a culture of continuous improvement, performance accountability and evidence-based decision-making across the organisation. Provide insight and analysis of organisational performance trends, risks and improvement opportunities, working collaboratively with Quality and operational colleagues to drive service improvement.
