Help Shape the Future of Greater Manchester's Fire Estate

This is an exciting opportunity to play a leading role in one of Greater Manchester's most ambitious capital investment programmes.

As Senior Quantity Surveyor, you will provide commercial leadership and expert cost management across a portfolio of strategically important projects that will transform the Greater Manchester Fire and Rescue Service (GMFRS) estate. From new-build fire stations and major refurbishments to decarbonisation and sustainability initiatives, your work will directly contribute to modernising essential public infrastructure and supporting frontline emergency services.

You will act as GMCA's commercial lead across complex capital projects, ensuring effective stewardship of public funds, robust financial governance and delivery of value for money throughout the project lifecycle.

This is not a traditional quantity surveying role. You will:

  • Provide commercial leadership across a major public sector transformation programme
  • Influence investment decisions on projects that directly support frontline emergency services
  • Lead cost management and commercial assurance across projects ranging from refurbishment works to major capital developments
  • Work alongside senior leaders, project managers, consultants and contractors to shape successful project outcomes
  • Operate across the full project lifecycle, from strategic definition and procurement through to final account settlement

Your expertise will help ensure that every pound invested delivers maximum value for the communities of Greater Manchester.

Your Role: Commercial Leadership and Cost Management

You will provide expert commercial and quantity surveying support across a portfolio of capital projects, ensuring strong governance, cost certainty and effective risk management.

Lead Commercial and Cost Management

  • Support the development, budgeting and procurement of capital projects from inception through to completion
  • Provide expert cost planning, forecasting and commercial advice throughout all RIBA stages
  • Manage valuations, variations, change control processes and final account agreements
  • Ensure projects remain affordable, financially controlled and aligned with approved budgets
  • Monitor expenditure and provide robust financial reporting to support programme governance

Provide Commercial Assurance

  • Review and challenge cost reports, estimates and financial information produced by consultants and contractors
  • Identify commercial risks, opportunities and mitigation measures
  • Provide assurance on project affordability, contingency management and value for money
  • Support governance boards and senior stakeholders through clear commercial reporting and recommendations

Support Project Delivery

  • Work closely with Project Managers and delivery teams throughout the project lifecycle
  • Attend site visits, progress meetings and contractor reviews
  • Support contract administration and procurement activities
  • Contribute towards completion, snagging and defect management processes
  • Ensure commercial matters are managed proactively to support successful project delivery

Build Strong Partnerships

  • Develop productive relationships with consultants, cost managers, contractors and stakeholders
  • Work collaboratively across the Land and Property Team, Finance, Procurement and operational service areas
  • Provide trusted advice to senior leaders and programme teams
  • Represent GMCA as a knowledgeable and professional commercial lead

What You Bring

We are seeking an experienced and commercially focused Quantity Surveyor who can provide confidence, challenge and leadership across a complex capital programme.

Professional Experience

  • Chartered Quantity Surveyor with MRICS status (or equivalent)
  • Significant experience delivering commercial and cost management services within construction and property projects
  • Strong experience managing projects through the full lifecycle from procurement to final accounts
  • Experience working with consultants, contractors and multidisciplinary project teams
  • Strong working knowledge of JCT and NEC contracts
  • Experience operating within complex stakeholder environments

Commercial and Technical Expertise

  • Excellent understanding of cost planning, forecasting and commercial risk management
  • Strong contract administration and procurement knowledge
  • Ability to challenge commercial information and provide robust assurance
  • Strong financial management and value-for-money focus
  • Knowledge of construction delivery, project governance and public sector investment environments
