Greater Manchester is entering a new era of devolution, investment and growth.

As we continue to expand our ambitious Integrated Pipeline of housing, regeneration and economic development projects, we are growing our senior Delivery Team and are looking for two exceptional Strategic Growth & Delivery Leads to join us.

These are pivotal leadership roles at the heart of Greater Manchester's growth agenda. Working directly alongside regeneration, housing and development teams within our ten local authorities, you will provide the capacity, expertise and leadership needed to help unlock and accelerate some of the city-region's most important projects. You will play a leading role in turning ambition into delivery, helping partners navigate complex development challenges and bringing forward projects that will deliver new homes, jobs and investment across Greater Manchester.

Working alongside the Good Growth Fund, Greater Manchester's flagship investment programme, the Delivery Team helps ensure that projects have access to the funding, expertise and partnerships they need to progress successfully. As a Strategic Growth & Delivery Lead, you will play a key role in aligning local priorities with GMCA support, investment and resources to maximise delivery and impact.

About the Role

This is a senior relationship and project delivery role, requiring a highly collaborative approach and the ability to work effectively across organisational boundaries.

You will lead GMCA's day-to-day engagement with one or more Greater Manchester local authorities, acting as a trusted partner to senior regeneration, economic development and housing teams. You will work closely with local authority officers, developers, investors, Homes England, Transport for Greater Manchester and other stakeholders to help identify solutions, unlock funding opportunities and move complex projects forward into delivery.

You will also provide leadership across a portfolio of projects, oversee delivery strategies, support the creation of Mayoral Development Corporations and Mayoral Development Zones where appropriate, and help shape the future pipeline of growth opportunities across Greater Manchester.

Key Responsibilities

  • Lead a portfolio of strategic housing, regeneration and employment development projects across Greater Manchester.
  • Act as GMCA's senior relationship lead for one or more local authorities, building strong partnerships and maintaining visibility of development activity across their areas.
  • Drive the progression of key projects by connecting partners with GMCA funding, expertise and resources, including opportunities through the Good Growth Fund.
  • Lead the development of delivery models, partnerships and vehicles that support growth and regeneration.
  • Provide strategic advice, reporting and recommendations to senior leaders, boards and committees.
  • Lead and develop teams while contributing to the wider leadership of the Place Directorate and Delivery Team.

About You

We are looking for experienced and credible leaders who are passionate about place-making, partnership working and delivering transformational change.

You will bring:

  • Significant experience of delivering housing, regeneration, economic development or major development projects.
  • A strong track record of working collaboratively with local authorities, developers, investors and other public and private sector partners.
  • The ability to build trusted relationships and influence senior stakeholders in complex environments.
  • Strong project, programme and financial management skills.
  • Strong commercial awareness and an understanding of development finance and investment.
  • Experience of leading people, building high-performing teams and creating a culture focused on delivery and collaboration.
