Summary
The Government Recruitment Service (GRS) was launched in September 2017 and is part of the Pensions and Operational Services within OneGov Delivery Agency in the Cabinet Office.
GRS is a vibrant, modern and exciting place to work, attracting a diverse workforce which represents the people we serve. The roles in this campaign are to fill current and emerging vacancies. You will be given full training, coaching and support to help you achieve your best. We aim to modernise and open up Civil Service recruitment to attract a broader, more diverse pool of talent. It’s also our priority to unlock the talent within the Civil Service, giving everyone the opportunity to fulfil their potential while making an important contribution to government.
We deliver Recruitment & Pre Employment checking services across most of the Civil Service and aspire to be the recruitment partner of choice for all Civil Service departments, agencies and approved non-departmental public bodies.
- We are run by civil servants for civil servants, with an in-depth understanding of how government works.
- We have privileged access to the experience and data recruiting departments need.
- We recruit for all roles and grades, including Senior Civil Servants.
Our service ‘menu’ is built around customer needs, with the flexibility to take on as much or as little of their recruitment campaign as they need.
Please note; GRS is entering a period of transition and organisational change. It is expected that the current, GRS led, centralised model of recruitment delivery will likely in the future transition to a cluster-based model. This appointment may be subject to a transfer of functions to another government department or external provider. Any such transition will be managed via standard Civil Service processes, governed by COSOP or TUPE regulations.
As a Campaign Delivery Officer within Government Recruitment Service (GRS), you will provide expert leadership and deliver high-quality recruitment and pre-employment checking services across the Civil Service. Operating in a fast-paced, dynamic environment, you will oversee teams tasked with end-to-end campaign management, ensuring compliance, efficiency, and excellent stakeholder engagement. Your role will focus on building strong relationships internally and externally, managing risks proactively, and fostering a culture of continuous improvement, team development, and collaboration.
Key Responsibilities:
- Lead and line manage teams responsible for delivering recruitment campaigns and pre-employment checking services, ensuring adherence to Key Performance Indicators and relevant policies, including employment law and Civil Service Commission standards.
- Support the successful end-to-end delivery of recruitment campaigns, including designing candidate materials, publishing adverts, application sifting, scoring, and providing expert advice on recruitment processes across a range of grades, whilst adhering to recruitment principles.
- Manage and prioritise workload within your teams, utilising performance data and dashboards to meet Service Level Agreements and KPIs.
- Act as a recognised escalation point for complex queries from vacancy holders and candidates, mitigating risk and ensuring seamless service delivery.
- Build and maintain productive relationships with internal stakeholders, external partners, and third-party providers to support flexible and effective recruitment solutions.
- Monitor performance and quality assurance, providing regular feedback and coaching to promote high standards and consistency across teams.
- Proactively identify risks or challenges during campaigns or checking processes, escalating where appropriate, and resolve issues efficiently.
- Support and develop team members, fostering a “one team” ethos, prioritising wellbeing, capability, and professional growth.
- Lead initiatives for continuous improvement, process optimisation, and promoting best practice within recruitment and pre-employment checking services.
- Ensure all recruitment and pre-employment activities are compliant with policies, employment law, and civil service recruitment principles, including managing third-party providers where relevant.
