About the role

We have an exciting opportunity for a talented Ratings Surveyor to join our Property team. This is a fantastic chance to help build and strengthen our in-house rating capability, playing a key role in maximising business rates savings and refunds across our small store portfolio.

Working closely with internal stakeholders and external consultants, you’ll lead rating reviews and appeals, bringing your expertise to the Check, Challenge, Appeal (CCA) process and helping us achieve the best possible outcomes.

At Tesco, our property teams help create and maintain great places for our colleagues and customers. If you’re passionate about ratings, enjoy working collaboratively, and want to make a real impact, we’d love to hear from you.

You will be responsible for

• Challenge Rateable Values within the 2026 Rating List and future revaluations for our small retail food store portfolio, maximising rates refunds and savings.

• Lead activity through the Check, Challenge, Appeal (CCA) process, ensuring cases are progressed effectively and commercially.

• Build strong relationships with internal and external Rating Consultants, Landlord & Tenant Surveyors and Valuation teams to share market intelligence and comparable evidence.

• Work collaboratively with Property and Operational teams to verify key rating information, including store areas, opening dates and extension details.

• Evaluate comparable retail data and market evidence to support rating assessments and appeals.

• Take ownership of Appeals where required, representing the business’s interests throughout the rating process.

• Support wider rating activities, including Section 44A appeals, market intelligence initiatives, large store refund opportunities and rates payment operations.

• Manage budgets relating to small store rates liabilities, refunds and forecasting activity.

• Identify opportunities to improve processes, enhance data quality and strengthen our in-house ratings expertise.

You will need

• Proven experience of the Check, Challenge, Appeal (CCA) process, gained within the VOA, a Rating Consultancy or an in-house property team.

• MRICS qualification.

• Strong understanding of retail rating valuations and the use of comparable evidence to determine Rateable Values.

• Knowledge of the retail and food store market and the factors influencing property values.

• Excellent stakeholder management and collaboration skills, with the ability to build effective relationships across multiple teams.

• Strong analytical and problem-solving capabilities.

• Experience of managing budgets, financial forecasting or cost-control activities.

• Excellent organisational skills with the ability to manage multiple projects and deadlines.
