Summary

Help shape the future of transport in Portsmouth. As a Technical Transport Planner, you will support the development of transport policy, strategy and plans, help deliver projects that improve travel across the city, and provide advice on varied and complex transport planning issues. You will also support engagement and consultation with councillors, residents, community groups and partners.

Your new role

Working mainly within the Transport Strategy section of the Transport Planning Team, you will help identify, develop and deliver projects that improve transport in Portsmouth. You will use research, evidence and technical expertise to support strategies, policies, plans and funding bids, while providing project support across wider Transport Planning programmes when required. You will also help respond to complex transport issues and build effective local and sector-wide networks.

Key responsibilities include:

  • Supporting the development and delivery of transport improvement projects.
  • Assisting the development and monitoring of transport strategies, policies, procedures and resources. .
  • Researching evidence and preparing briefing notes and papers for committees, boards and external meetings..
  • Supporting the preparation and submission of funding bids for transport improvement programmes.
  • Providing project support across Transport Planning programmes and initiatives, including leading small-scale elements.
  • Contributing Supporting engagement and consultation with councillors, residents, community groups and partners, and helping maintain professional networks across the transport sector.

Who is the person summary:

You will be an organised and proactive professional who can combine strong analytical and project delivery skills with clear communication and effective partnership working. You will be comfortable working independently, managing competing priorities and using sound judgement to work through complex or conflicting issues.

To be successful in this role, you will have:

  • A relevant degree-level qualification, such as geography or transport planning, or demonstrable equivalent professional experience.
  • The ability to research and interpret qualitative and quantitative data.
  • An understanding of the wider environmental, economic and social impacts of transport.
  • Experience of supporting complex projects to be delivered on time, within scope and to budget; experience of transport projects is desirable.
  • Excellent writing skills, including the ability to produce clear reports, articles, briefing papers and, where required, technical and Cabinet reports.
  • Strong organisation, financial and budget management skills, with the ability to prioritise, work independently and make decisions on complex or conflicting issues.
  • Well-developed project delivery skills, including coordination, liaison, planning and monitoring project plans.
  • The ability to build positive partnerships with a range of stakeholders, together with excellent Microsoft Office and general IT skills.
