We’re looking for an enthusiastic and motivated Tenant Participation Officer to join our Housing Services team.
This is an exciting opportunity to play a key role in strengthening the relationship between our customers. You’ll help ensure tenants have meaningful opportunities to influence the services they receive and are involved in shaping how those services develop.
About the role
As our Tenant Participation Officer, you’ll work closely with tenants, tenant groups, Housing Officers and colleagues across the wider service.
Your first major priority will be to develop our new Tenant Participation Strategy, from consulting customers to drafting, agreeing and putting into practice. You’ll also develop new and engaging ways for customers to get involved, reaching beyond traditional consultation methods and ensuring we hear from a diverse range of customers across our communities.
A key part of the role will be building relationships and encouraging participation, particularly from customers who may not normally engage with the Council.
You’ll help to:
- Develop and deliver our approach to tenant participation and engagement.
- Build tenants groups to deliver our approach in line with the Housing (Scotland) Act 2001 and the Scottish Housing Charter.
- Organise and host consultation events, meetings, workshops and other engagement activities.
- Coordinate and report housing walkabouts.
- Develop creative ways of gathering views, including digital engagement.
- Review and maintain our website, customer information and social media content.
- Ensure customer feedback influences service improvements and report on this with quarterly newsletters.
Knowledge of Scottish housing legislation and the regulatory framework would be desirable. If you don’t have a housing qualification, you’ll be expected to undertake relevant formal training and education during your first two years in the role, with our support.
Most importantly, you’ll understand that meaningful tenant participation is more than simply asking customers what they think. It’s about making sure their voices are heard, valued and can genuinely influence the services they receive.

KNOWLEDGE
The Jobholder requires operational knowledge of current housing and related issues and a commitment to Tenant Participation and experience in dealing with people and committee structures is essential. Inter-personal, organisational and presentation skills are also important assets in meeting the duties of this post.
The duties can be fulfilled with at least two Highers, including English, or SVQ equivalent combined with necessary experience.
If not already obtained, once in post the Jobholder will be required to sit the Homepoint Qualification.

Please note that it is Midlothian Councils policy that successful applicants will be appointed to the first point on the salary scale.
Based on 36 hours over 52 weeks per year, the minimum actual salary for this position is £30,619.22 per annum.
This role requires
