About the Role

We are looking for an experienced and highly capable

Senior Technical Programme Manager to lead the delivery of a significant portfolio of lifecycle and capital projects across our PPP operations.

With responsibility for an annual capital project pipeline of approximately

€3–€4 million, this is a key role responsible for ensuring projects are effectively planned, governed and delivered safely, on time, within budget and to the required standards.

You will work closely with clients, end users, account teams, operations, procurement, contractors and senior stakeholders, providing strong technical and commercial leadership throughout the project lifecycle.

Key Responsibilities

  • Lead the technical programme management and delivery of
  • lifecycle and capital projects.

  • Develop and maintain detailed programme schedules, ensuring alignment with budgets, resources and delivery timelines.
  • Establish, monitor and control lifecycle and capital budgets of approximately
  • €3–€4 million annually.

  • Identify financial and delivery risks and implement appropriate mitigation strategies.
  • Identify and deliver
  • value engineering opportunities while maintaining quality and compliance.

  • Coordinate with surveying, engineering, construction, procurement and regulatory teams.
  • Provide regular programme updates to senior leadership, clients, stakeholders and external partners.
  • Manage relationships with contractors, consultants, suppliers and framework partners.
  • Oversee procurement processes, contract negotiations and supplier performance.
  • Review project scopes and proposed solutions, challenging assumptions and ensuring deliverability.
  • Ensure all capital works comply with relevant legislation, building codes, environmental standards and health & safety requirements.
  • Monitor contractor performance and programme delivery, ensuring projects meet agreed cost and timescale requirements.
  • Provide governance and technical oversight to operational teams.
  • Establish and lead account reconciliation processes for completed works.
  • Ensure robust project governance and adherence to organisational processes.
  • Support account and operational teams with technical decision-making, cost management and governance.

About You

You will be an experienced project or programme management professional with a strong background in

construction, building services, maintenance or a related technical environment.

We are looking for someone who can combine strong technical understanding with commercial awareness, excellent stakeholder management and the ability to manage multiple projects and priorities simultaneously.

You will ideally have:

  • A degree or equivalent qualification in
  • Building Services, Surveying, Project Management or a related discipline.

  • Proven experience in project management.
  • Experience working within a construction, maintenance or similar technical environment.
  • A strong understanding of
  • Health & Safety legislation and construction regulations.

  • Experience managing project budgets and project finance.
  • Strong supply chain and contractor management experience.
  • Excellent planning, organisation and coordination skills.
  • The ability to identify, assess and manage project risks effectively.
  • Strong commercial awareness and a focus on delivering value.
  • The ability to maintain focus on day-to-day delivery while also identifying longer-term opportunities.
