The Maritime and Coastguard Agency (MCA) is seeking a Governance and Briefing Lead to support HM Coastguard’s Command and Control Programme. HM Coastguard is a Category One emergency service and the operational arm of the MCA, responsible for delivering national coastguard functions across the UK. This role will provide key governance, briefing, correspondence and stakeholder engagement support for a strategic programme, helping to ensure effective decision-making, assurance and senior-level oversight. You will work closely with programme leads, senior stakeholders, Private Office, communications colleagues and external partners to support programme delivery.

As the Governance and Briefing Lead for Command and Control, you will coordinate programme governance, stakeholder engagement and briefing activity for the Command and Control Programme. You will support senior decision-making by producing high-quality papers, submissions, correspondence and reports, while maintaining effective governance arrangements and working closely with internal and external stakeholders.

Your responsibilities will include, but aren’t limited to:

  • Coordinating external stakeholder engagement, including visits, market awareness activity and learning reports.
  • Supporting the development and drafting of the Strategic Outline Business Case.
  • Drafting Executive, Board and Ministerial papers, submissions and briefings.
  • Establishing and provide Secretariat support for the C2P Steering Board and related governance structures.
  • Coordinating inputs to the Operational Delivery Board, MCA Board and Sponsorship Board.
  • Acting as a liaison point between the C2P and Coastal Review Programme, aligning governance and senior engagement plans.
  • Providing objective challenge, planning and decision-making support to strengthen programme governance and assurance.
  • Managing programme correspondence, including Ministerial communications, briefings, FOI requests and media activity.
