Summary
The Associate NEM acts as a member of the ICBs Audit Committees which meet in common and may undertake roles on other committees or sub-committees of the ICBs. They are expected to attend meetings of the Boards and Board development sessions. The Associate NEM will: Work collaboratively to shape the long-term, viable plan for the delivery of the functions, duties and objectives of the ICBs and the ICB cluster and for the stewardship of public money. Ensure that Committees are effective in all aspects and are appropriately focused on the four core purposes, to: improve outcomes in population health and healthcare; tackle inequalities in outcomes, experience and access; enhance productivity and value for money; and help the NHS support broader social and economic development. Be champions of the ICB reset agenda which is focused on shift to strategic commissioning and Population Health Management. Bring independent and respectful challenge to the plans, aims and priorities of the cluster as well as individual ICBs. Promote open and transparent decision-making that facilitates consensus aimed to deliver exceptional outcomes for the population. Help ensure that the ICBs are compliant with their constitutions and contractual obligations, holding other members of the ICBs to account through constructive, independent, and respectful challenge. Maintain oversight of the delivery of ICBs and clusters plans, ensuring expected outcomes are delivered in a timely manner through the proportionate management of risks. Support the ICBs to deliver their functions in line with all of their statutory duties, and that compliance with the expected standards of the regulatory bodies is maintained. Accountability The Associate NEM will: Be accountable to the ICB Chair. Have designated areas of responsibilities as agreed with the ICB Chair. Support the ICBs to ensure corporate accountability for the performance of the cluster, ensuring its functions, along with those of each individual ICB, are effectively and efficiently discharged and financial obligations are met. Role Responsibilities & Competencies The Associate NEM will work alongside the Chair, Non-Executives and Executives in: Delivering governance and oversight through membership of committee(s) of the ICBs. Bringing independent and respectful challenge to the plans, aims and priorities of the ICBs. Promoting open and transparent decision-making that facilitates consensus aimed to deliver exceptional outcomes for the population. They will bring a range of professional expertise as well as community understanding and lived experience to the work of the Committees. As an NHS leader, they will also demonstrate the following range of leadership competencies: Driving high-quality and sustainable outcomes Setting strategy and delivering long-term transformation Promoting equality and inclusion, and reducing health and workforce inequalities Providing robust governance and assurance Creating a compassionate, just and positive culture Building trusted relationships with partners and communities Role Requirements Qualified Accountant (desirable) Current CCAB registration (desirable) Time commitment There is considerable flexibility with regards to undertaking these roles. On average, the anticipated time commitment is minimum 3 days a month, including preparation time, the occasional evening engagement and events designed to support Board members continuous development. Wednesday is the day when most formal meetings will be held so applicants must be available to attend meetings on this day. Travel Vast majority of Board and committee meetings will be held online. Board development sessions and some other ad hoc meetings and events will be held in person somewhere within the cluster area. Term of office The term of office will be 2 years initially; however, this may be shorter due to changes resulting from the potential merger and/or legislative changes. Remuneration The basic remuneration for this post will be £12,000 with pa. The NEM Appointments and Remuneration panel may decide to award supplementary payments for additional responsibilities. Such responsibilities will be determined post-appointment.
