In carrying out the role, at least one of the agreed strategic anchors should be at the core of everything you do: Commissioning for Value and Outcomes Accelerating Neighbourhood Health at Pace Making the Best Use of Digital Solutions in our Pathways Financial Discipline / 2% Productivity Advancing Health Equity Integrated Partnership You will be accountable for: Support the development of neighbourhood health strategic commissioning frameworks across designated portfolio areas. Engage with provider collaboratives, NHS Trusts, primary care and the independent sector as appropriate, Maintain oversight and accountability of lead provider arrangements to ensure delivery against the neighbourhood health strategic commissioning frameworks. Apply commissioning skills and knowledge to national policy to ensure application to the local population health intelligence to drive the ICBs neighbourhood health strategic commissioning approach and reduce health inequalities. Work with other ICB clusters across the Midlands to identify and realise opportunities for Joint Commissioning. Develop skills and competencies required for strategic and tactical commissioning functions including PHM, analytical and contractual/legal. The postholder will deputise, as appropriate, for the Head of Programme Frailty and EoL and will oversee line management arrangements for staff across the Directorate. Key Relationships 1. New Care Models Director 2. ICB Chief Officers and Senior Leaders 3. Senior team representatives from all ICS partners - NHS Providers, Local Authorities and Community Interest Company (CICs) 4. Primary Care and General Practice 5. NHSE 6. Community providers and place-based partnerships 7. All staff supporting the work of the ICS and working within the ICS footprint - more specifically Senior Commissioning managers in health and local government, Population Health Management teams, Strategy teams, Finance and Contracting teams. 8. VCSE delivery Partners 9. Programme and Transformation Leads across the ICB Core Duties and Responsibilities Communication 1. Operate effectively in a flexible and demanding environment and proactively engage with ICB and system colleagues working across the planned care portfolios 2. Work effectively with a variety of external consultancies working on other projects and programmes within other NHS directorates as required 3. Provide and receive highly complex, sensitive and contentious information, presenting information, to a wide range of stakeholders in a formal setting 4. Can deal with resulting potentially aggressive/antagonistic situations 5. Committed to working and engaging constructively with internal and external stakeholders on a range of business sensitive issues 6. Nurture key relationships and maintains networks internally and externally, including local, regional and national networks. 7. Close liaison with the Communications and Stakeholder team on public relations and marketing activities 8. Link with managers and members of other functions, to address inter-dependencies and ensure alignment 9. Apply a structured change management approach and methodology for the impact of any change. 10. Deputise for the Head of Programme Frailty and EoL as required, expanding on knowledge, skills and experience within personal professional development 11. Engage and liaise with key stakeholder, in particular: To support the delivery of day-to-day activities and projects To manage team work loads and drive delivery of a range of business initiatives and projects To support the identification and sharing of best practice To operate in a highly political and sensitive environment Support the portfolio of initiatives in demonstrating value for money for the current spend through tracking, managing and delivering agreed benefits
