Summary

People Contacts: Lead teams based in multiple locations through change and continuous improvement. Lead on the development of strategic and operational partnerships locally, regionally, nationally and internationally, building a collaborative environment, mutual trust and respect between key partners, bringing together local, regional and national stakeholders. Convene partners and other partnership groups as appropriate. Technical Duties: Lead the development of evidence led activity in the region to achieve the outcomes as set out in the Economic Strategy as relates to your function. To develop evidence led business cases and oversee an implementation plan based on the specific projects, resources, timescales and project controls. Based on robust intelligence, develop new initiatives to meet strategic priorities and secure the required resources to successfully deliver them. Oversee detailed mapping exercise of the current and future opportunities, using existing evidence and scoping the commissioning of new research, where required. To lead the development, implementation and delivery/commissioning of activities that complement local initiatives across the region. Oversee the delivery of major strategic programmes. To convene and lead working groups, as required, to deliver the priorities of your function. To work collaboratively with partners focused on the different stages of the pipeline, developing strong and productive relationships with all key stakeholders in the region. To actively link outputs and opportunities from national policy to secure improvements that support a positive impact in your function area. Support the identification of opportunities for funding of Combined Authority capital and revenue programmes through Central Government bidding rounds, and support the development of alternative funding mechanisms. Engage, communicate and build relationships with colleagues from a diverse range of organisations and varying levels of seniority. Provide excellent written reports and verbal presentations to different audiences and levels of seniority ensuring engagement and consultation opportunities for the development of programmes. Financial: Identifies funding streams to support future delivery. Influences the funding streams held by partners to ensure reduced duplication and fragmentation and increased alignment to regional partner ambitions. Leads project or programme specific procurement and commissioning exercises as required, ensuring that activity represents value for money. Impact and Influence: Leads on the design, delivery, coordination and development of evidence based policy and programmes through the engagement of a wide range of identified stakeholders to ensure the opportunity for the region is maximised. Secures commitment and support to the agenda from a range of external stakeholders, both local and national, directly influencing the support available in the region. Provide direct support to senior politicians and business leaders on key issues, ensuring they remain well briefed and UpToDate on key challenges and opportunities in advance of decision making panels and boards. Develop strategic relationships with decision makers in key regional businesses, ensuring a joined up approach to support and use influencing techniques to achieve optimum results.
