Overview of the role
This role involves analysing education and early years data to uncover trends and insights that drive strategic initiatives and enhance educational outcomes for children and young people in Islington schools and early years settings.
Key responsibilities
• To contribute to lasting improvements in the quality of services through the provision of high-quality data, professional advisory services, and extensive business intelligence and data services to Bright Start, Pupil Services, and School Improvement, the wider Children & Young People directorate and our partners.
• To support the development of strategic and departmental policy on managing educational performance, through better understanding of the evidence around outcomes, service reach, impact and demographic change.
• To be a responsible lead for education data, and key strategic link for early years and school improvement on data and analysis about the journey of children and young people in Islington through early learning, school and beyond.
• To project plan and deliver the collection and analysis of data required for statutory returns / assessments, including liaison and support for schools and other settings.
• To champion and embed new systems for data collection and analysis, taking a lead role building relationships with school leadership teams and governors to communicate change, plus delivering training and support.
• To actively participate in both internal and external network groups, identify best practice and bring expert knowledge of the regulatory framework for national assessments, standards and accountability; and adapt services in accordance with policy.
• To support good inspection outcomes for local authority services and schools through the provision of timely data and accurate performance information.
• To embed systematic data validation processes to monitor and improve data integrity.
• To design and build business intelligence reports, using reporting tools such as: MS Excel, MS Power BI, SAP Crystal Reports, SQL and GIS mapping software with the support of a large multidisciplinary team, plus opportunities for training and development.
• To work alongside services, to identify inequalities and safeguard the welfare of children and young people as part of a shared commitment to a Fairer and Safer Islington.
• To contribute to projects that deliver Council-wide ambitions to collaborate, combine, and integrate data, data systems, and processes, developing effective working partnerships with Digital Services, Information Governance, other Council directorates and partners.
• Any additional duties consistent with the grade and level of responsibility of this position, for which the holder possesses the required experience and/or training.
Knowledge, experience, and skills
1. Experience of monitoring performance improvement across services.
2. Experience working on the information requirements of a children’s service, including the regulatory framework for national assessments, standards and accountability; as well as statutory returns.
3. Experience of delivering training, support and expert advice to a varied audience including external partners.
4. Experience of school management information systems (such as Capita SIMs, Pearson etc).
5. Displays an awareness, understanding and commitment to the protection and safeguarding of children and young people and or vulnerable adults.
6. Able to communicate effectively across organisational boundaries, build partnerships with senior leaders and partners, such as head teachers.
7. Knowledge of how to interpret and relay statistical data to provide meaningful insights.
8. Knowledge of data management tools and methods (Excel VBA, PowerBI, QGIS/mapping, Crystal SAP, Business Objects, R, Python etc) or an active interest in learning and applying these.
9. Understands the role of data integrity and quality assurance processes in data management.
10. Able to plan strategically with excellent prioritisation and time management skills.
11. Is ambitious and motivated, able to inspire others, work collaboratively and deliver outstanding results.
12. Understands the role of information governance and data security best practice, rules and regulations.
