Summary

Person Specification Qualifications and Knowledge Essential Specialist knowledge of digital/web services alongside a range of communications practices, procedures and methodologies, underpinned by theoretical knowledge and significant postgraduate-level training or equivalent practical experience; including digital product approaches (user needs, prioritisation, iteration, accessibility and standards) and understanding of communications, public relations and marketing techniques) Understanding of how analytics, user research and feedback, alongside communications and engagement approaches, inform improvements, support decision-making and shape effective digital and organisational communications Desirable Training or experience in Agile or iterative delivery approaches Knowledge of accessibility standards (e.g., WCAG) and how they apply to websites Experience Essential Delivering improvements to digital content, journeys or features from initial requirements to completed updates Using evidence (analytics, user needs, feedback) to make recommendations Planning and organising tasks across a small project or workstream and delivering them to agreed timescales Working with others to translate needs into clear actions or specifications Skills and Attributes Essential Able to present complex and sensitive project information to groups, including stakeholders and project board Able to understand and document user and business needs Able to plan, coordinate and track tasks across multiple pieces of work Able to explain digital decisions in clear, plain English to colleagues Able to interpret analytics and identify meaningful patterns and opportunities Experience working with content management systems Able to prepare simple prototypes, examples or annotated pages Proficient in Microsoft 365 tools relevant to the role Welsh language skills: Essential able to communicate effectively in Welsh in both written and spoken forms for daytoday job requirements Able to demonstrate understanding and application of PHW workplace values and behaviours Desirable Experience using web analytics platforms Other Essential Able to travel occasionally between PHW locations for meetings where required. No DBS check required for this role The role requires the successful candidate to be a member of the out-of-hours on-call press rota which includes weekday evenings only (not weekends). Responsibilities and Duties Planning and Design Manage defined streams of work within the web product roadmap, planning and coordinating complex activities such as delivery of website improvements by organising tasks, clarifying requirements, managing timelines and ensuring progress is monitored and documented Work with teams to define and interpret complex user and business needs for web content or features, organising these into clear, prioritised plans and work packages to support delivery Use analytics and feedback tools to analyse and interpret complex data and user needs, evaluate options and exercise judgement to determine appropriate solutions where multiple courses of action exist Identify improvements to pages or journeys and make recommendations that support user needs and organisational goals, considering priorities and contributing to the planning of wider workstreams Prepare prototypes, page outlines or annotated examples to explain what needs to change and help colleagues visualise proposed improvements, supporting the organisation and delivery of planned activities Product Delivery & Governance Maintain the product backlog for assigned areas by writing and refining user stories, prioritising tasks based on evidence, removing duplicates and ensuring items are ready for delivery, using digital systems to manage and track work effectively Coordinate small delivery cycles by organising tasks, checking dependencies, monitoring progress and updating colleagues on what has been completed Work independently within broad organisational and digital governance policies, managing own workload and priorities with minimal supervision and taking responsibility for delivery within assigned areas Exercise judgement in applying policies and standards, making decisions within own area of work and escalating complex or highrisk issues where appropriate Support governance of the web estate by ensuring teams follow agreed standards (e.g., accessibility criteria, design patterns, content style guidance) and documenting cases where improvements are needed Keep accurate records of decisions, updates and outcomes to support transparency in how the web estate is developed and maintained Communications Explain highly complex and sometimes sensitive product decisions and options to groups of colleagues and stakeholders in a clear, accessible way, including delivering presentations and supporting agreement on preferred approaches (e.g. demonstrating how a proposed structure improves user journeys or how analytics support recommendations) Driveeffective communication strategies for committees and stakeholders, ensuring clarity across digital platforms; manages media relations on high-profile issues and communicates sensitive content with confidence and clarity Prepare summaries, options papers and briefings on specialist topics that support informed decision-making, influencing colleagues and stakeholders on changes and associated communication approaches Work closely with teams and stakeholders to ensure content and updates are accurate and aligned, using persuasion and negotiation to achieve consistency and agreement across differing priorities Digital and Information Use web analytics tools to monitor trends, assess how well pages are performing and identify areas that need improvement Liaise with suppliers or technical colleagues to raise issues, request fixes and verify that updates have been implemented correctly Maintain project documentation, templates and shared resources, ensuring information systems, reports and records are accurate, up to date and support effective monitoring and delivery of the web estate Improvement and Monitoring Implement organisational policies and procedures within projects, ensuring digital service delivery aligns with agreed standards and ways of working Contribute to the development of project-level processes by providing feedback and suggesting improvements based on practical experience Support cycles of continuous improvement by tracking whether changes have delivered the intended results and recommending followup actions where needed Gather small-scale user feedback (e.g. through surveys) and analyse and incorporate findings into improvement recommendations within own areas of work Highlight risks, recurring issues or gaps in standards adherence and escalate them to the Product Manager with clear evidence and suggested next steps Management, Leadership and/or Training Plan and organise a broad range of complex, interdependent activities across multiple service areas, adjusting plans in response to changing priorities Show colleagues and new starters how to use templates, workflows or tools correctly, providing day-to-day guidance and support on digital and web-related tasks Coordinate small working groups for specific improvement tasks, providing direction, clarifying responsibilities and supporting team members to complete agreed actions Finance and Budget Obtain quotes for webrelated tools or services when required, ensuring specifications match agreed needs Ensure purchasing activities of web-related tools and services follow organisational processes and are accurately recorded and compliant with financial procedures Ensure safe use of web tools and services
