We are recruiting for a highly experienced Head of Finance to join a large, complex public sector organisation on a 6 month temporary assignment.

This is an excellent opportunity for a senior finance professional seeking to showcase their technical expertise, commercial acumen and leadership capability in a highly regulated environment. You will play a pivotal role in supporting major investment, regeneration and service improvement programmes across a diverse and high profile portfolio.

The Role:

The Head of Finance provides strategic financial leadership across the Neighbourhoods & Regeneration and Finance & Resources directorates. You will support services spanning public realm, environmental operations, property and asset management, climate action, corporate finance, HR, organisational development, governance and wider corporate services.

Key Responsibilities:

Provide strategic financial advice to Members, Directors and senior managers, building trusted relationships and influencing decision making across a broad and complex agenda.

Lead all aspects of financial and management accounting, budgeting, forecasting and medium term financial planning, ensuring robust financial control and long term sustainability.

Oversee major strategically significant service contracts (including waste, recycling and street cleansing), ensuring strong financial monitoring, performance challenge, contractual compliance and value for money outcomes.

Deliver high quality financial insight, challenge and analysis, identifying emerging pressures, risks and opportunities and supporting timely corrective action.

Support service transformation, savings programmes, income generation initiatives and continuous improvement across all directorate services.

Work collaboratively with service managers to manage financial risks associated with demand led and contract driven budgets, advising on mitigation, efficiencies and sustainability.

Ensure compliance with statutory requirements, financial regulations, governance frameworks and internal control standards across significant revenue budgets.

Act as a senior leader within the Finance service, contributing to corporate financial strategy and deputising for the statutory Chief Finance Officer when required.

You will need:

CCAB qualified accountant (preferably CIPFA) with substantial post?qualification experience.

Proven track record operating at management level within a large, complex organisation.

Demonstrable experience of financial planning, accounting, control and applying advanced financial techniques to support strategic decision making.

Strong leadership capability with experience managing diverse teams and promoting high professional standards.

Excellent communication, negotiation and influencing skills, with the ability to challenge senior stakeholders constructively.

Desirable Experience:

Experience delivering business process transformation projects to improve efficiency and enhance financial control.

Knowledge of specialist areas such as commercial negotiation, investment appraisal or local government finance.

Strong analytical capability with the ability to develop innovative solutions to complex financial challenges.

Experience working with ERP systems to improve financial reporting and control.

Ability to identify commercial opportunities, cost?saving initiatives and income generation potential.
