Strategy Officer (4814)

37 hours per week, Permanent Post

£48,622 - £52,635 per annum (inclusive of £2,997 Distant Islands Allowance)

The Comhairle is seeking a motivated and experienced Strategy Officer to support the development of strategic policies, projects and performance frameworks that contribute to the long-term wellbeing of the Outer Hebrides.

You will research and analyse national and local policy developments, develop strategies and plans, identify funding and project opportunities, and support the co-ordination of projects. The role will also involve preparing reports and briefings, monitoring outcomes, and working closely with communities, partner organisations and stakeholders.

You should have knowledge of outcome measurement frameworks, UK and Scottish Government structures, and the ability to analyse complex information and produce reports for a range of audiences. Strong communication, negotiation and organisational skills are essential.

You must hold a degree level qualification or have significant experience in the development of strategic projects. Experience of working with external stakeholders and an appreciation of rural and island communities are also essential.

Interviews will be conducted in person, providing candidates with the chance to personally meet the team and experience our work environment.

Salary for the above post is inclusive of Distant Islands Allowance. Appointment to the post will be on the first point of the grade.

JOB DESCRIPTION

JOB PURPOSE:

  • To develop a performance framework to measure outcomes for key areas of policy and strategy.
  • To inform and influence strategic direction on key areas of policy and strategy as required from time to time; these are likely to include transportation, fuel poverty, resilience, climate change and renewable technology.
  • To assist the Islands Deal Programme Director with co-ordination of Western Isles’ Islands Deal bids.
  • To report and publish findings to the Comhairle, its partners and stakeholders.

 

COPRORATE AND STRATEGIC RESPOSIBILITIES:

  1. Effectively manage all allocated resources including finance, equipment/materials, information and time.
  2. Work in a corporate and cooperative way with all managers, Members and employees.
  3. Continually review service performance and strive to improve the quality and efficiency of the service.
