Summary
Ensure the Building Energy Management Systems are being operated effectively, efficiently Ensure the Building Energy Management Systems are optimised and aligned to the departmental operational times a temperatures. Use the BEMS and energy management software to routinely analyse performance of energy plant and equipment. Investigate variances, faults and anomalies on building energy performance, where related to energy plant, infrastructure and metering, working with relevant staff as appropriate. Assist with provision of technical information and insight to support development and implementation of the Groups decarbonisation strategy, agreed KPIs, and other management team requests. Develop and implement a routine monitoring of all relevant energy systems under BMS control; ensure, or adjust where appropriate, variables to ensure systems and plant is operating within agreed design parameters. Manage BMS updates including license, software and security updates, working with Estates & Facilities Colleagues, PFI Partners & FM Service Providers and IT as required. Manage security access for the BMS, i.e. maintaining up to date user access, purging obsolete profiles, ensuring security updates where required. Work with engineering and maintenance colleagues to ensure the compliant upgrade and compatibility of BMS hardware and systems. As needed, liaise with Regulators, Competent Authorities, and other stakeholders Assist in design and project commissioning to ensure that BMS controls for relevant energy plant and systems are properly commissioned in line with BMS controls specifications. Ensure new metering is correctly configured in BMS, operating and connected through to energy management software. Support projects with metering and data validation through the BMS Investigate and identify anomalies, including where BMS commissioning requires investigation and refining, with remedial action implemented as appropriate. Monitor agreed alarms on BMS-controlled energy systems; take initial corrective action where possible, escalating to relevant Estates Engineers and recommending action as required. In collaboration with other Estates & Facilities colleagues, develop a system for appropriate alarm schedules and responses. Identify opportunities to implement further control measures through the BMS to reduce energy consumption/improve energy efficiency of buildings. Provide input on Planned Preventative Maintenance (PPM) programmes and schedules for appropriateness and sufficiency. Work closely with the Estates Engineers and Energy Team Colleagues to ensure good communications between the BMS and energy management software, to monitor consumption and environmental conditions, and to support the Energy Team in compilation of utility and carbon data for all reporting requirements. Development and undertake energy surveys where energy plant and BMS controls are relevant. Plan, organise and balance work and deadlines effectively. Maintain an excellent working knowledge of lead practice in BMS application; provide specialist advice and recommendation as required. Maintain technical knowledge on relevant building services including boiler systems, AHUs, chillers, AC systems, ventilation, etc. Raising orders and managing sub-contractors including BMS Specialists commissioned to complete specific briefs which have been developed. Management of BMS Maintenance contracts, controlling the budget and management of subcontractor to ensure satisfactory delivery of the service. Work within team supporting and covering others to meet KPI targets and the needs of the service. Comply with the requirements of the Health & Safety at Work Act 1974 and other relevant policies and procedures - issued by the Estates Department. To work in accordance with the requirements of Building Regulations and all relevant HTMs (Health Technical Memorandums) and HBNs (Health Building Notes) for the Group. To comply with all Group policies, procedures and practices and to be responsible for keeping up to date with any changes. To participate in an annual Performance Appraisal Development Review (PADR) with team leader when required. To undertake and maintain completion of statutory and mandatory training as necessary. To undertake and maintain all necessary training on plant, equipment and procedures required to undertake your role safely. If required undertake on-call duties as part of the on-call team to ensure that emergency repairs, adverse weather support including snow clearance and gritting are attended to, in and out of normal hours in line with on-call agreement. If required in exceptional circumstances, undertake shift or shift relief duties as part of the shift rota team on a short-term basis to ensure all emergency repairs and planned maintenance is carried out as required in and out of normal working hours in line with the shift agreement. A flexible approach to service delivery across all Group sites and premises. The post holder will be expected to undertake works across all Group sites and premises. Ensures safety of all plant maintenance under their control and work undertaken in an equally safe, efficient and economic manner and that they meet regulations/guidelines. For example, manage and control risk and safety within an asbestos environment. Acts as an Authorised Person where required. Acts as a Competent Person where required. Complies with the Groups standing orders, financial instructions including department/NHS control regulation. Manages working budget, and maintenance contracts in area of responsibility. Raising payment documentation for work carried out, also ordering of equipment. Produce technical support and reports as required within area of responsibility. Compiles and produces memos, letters, both internal and external and correspond daily on e-mail with other departments and units within the Group. Assists in ensuring adequate records are maintained and where required assists with the Property Appraisal, etc. Compiling of data bases for equipment, inspections and compliance issues. Assist with identifying Works Programme and Capital Work requirements. Instigating and manage schemes within works programme and Capital Scheme liaising with Contractors and Service requirements for new works and alterations within area of responsibility and discipline, also attending contractual and progress meetings. Prepares, operates and manages maintenance schedules within the mechanical and electrical infrastructure for the Group sites in conjunction with the Estates Managers. Liaises with, and where necessary, the managing, monitoring and supervision of Contracts Staff in the management of the estate and its assets. Adopts and promotes all Group Policy including Health and Safety Policy, responsible for supervising COSHH records and databases within the department, with special responsibility for statutory requirements associated with the estate.
