Location: Gloucester (Hybrid – 3 days office / 2 days remote)

Hours: 37 per week, Monday–Friday (08:00–16:00 / 09:00–17:00)

Rate: £30.37ph PAYE / £39.95ph Umbrella

Contract: Interim – 3 months

We are recruiting for an experienced Head of Financial Planning & Analysis to join a large public sector organisation on an interim basis. This is a senior leadership role responsible for driving financial planning, governance, and strategic insight across the organisation.

You will lead a team of Finance Business Partners and Procurement Business Partners (currently four direct reports) during a period of structural change, requiring strong leadership, stability, and clear communication.

The Role:

Acting as the organisation’s Head of FP&A, you will oversee financial planning, budgeting, forecasting, and value adding financial insight to support strategic and operational decision making. You will deputise for the Chief Finance Officer when required and play a key role in strengthening financial governance and reporting.

Key Responsibilities:

Lead the development of the annual budget and Medium Term Financial Plan, ensuring alignment with organisational priorities.

Oversee revenue and capital budgets, ensuring statutory compliance and clear reporting to senior stakeholders.

Manage monthly financial reporting and forecasting, producing insightful dashboards and explaining variances, risks, and opportunities.

Act as a senior finance business partner, modelling financial outcomes, advising on value for money decisions, and supporting business case development.

Monitor capital projects and investment delivery, ensuring budgets are met and value for money achieved.

Ensure compliance with financial regulations, audit standards, and governance frameworks, supporting internal and external audit processes.

Provide strategic oversight of procurement, ensuring contract and grant registers are accurate and complete.

Lead and develop a high performing finance team, conducting one to ones, mentoring, and fostering a collaborative culture.

You will need:

CCAB qualified accountant (CIPFA, ACCA, ACA, or CIMA).

Proven senior finance leadership experience within complex organisations.

Strong financial planning, budgeting, and analytical skills, including advanced Excel capability.

Experience influencing senior stakeholders and preparing financial elements of business cases.

Proven ability to manage and develop high performing teams.

Desirable Experience:

Experience in public sector finance.

Knowledge of IFRS/GAAP and public sector accounting standards.

Familiarity with procurement best practice and contract management.
