Role: Acting Deputy S151 Finance Manager (Financial)

Pay Rate: £38.11 to £41.55 per hour PAYE (depending upon experience), with flexible holiday pay

Hours: 36.25 hours per week

Length of Contract: 2 months the client may extend if they require you for longer

Location: Coalville, North West Leicestershire

Working Arrangements: You will need to attend senior management meetings and some evening work to attend Council meetings

An exciting opportunity has arisen for an experienced Acting Deputy Finance Manager to provide senior financial leadership across a critical finance function.

This is a key role with responsibility for S151-related finance areas, including annual budget setting, Council Tax setting, statutory reporting, Statement of Accounts, financial accounting and capital accounting. The successful candidate will ensure robust financial governance, statutory compliance and the highest standards of financial integrity and transparency.

The Role

You will lead and oversee complex financial activity, providing expert advice and analysis to senior stakeholders while supporting strategic financial planning and decision-making.

Key responsibilities will include:

Leading and optimising financial processes in line with statutory requirements and organisational priorities.

Providing expert financial input, business modelling and risk assessments for business cases, asset management, major projects and delivery models.

Undertaking prudential borrowing assessments, funding bids and financial appraisals.

Leading the production of the annual financial report and managing the external audit process, with a focus on achieving a high-quality, accurate and timely Statement of Accounts.

Maintaining strong financial management systems, governance arrangements and internal controls.

Supporting a strong culture of financial accountability, value for money and effective resource management.

Providing analysis of benchmarking information, cost drivers and financial performance to support informed decision-making.

Contributing to annual and medium-term financial strategies, including long-term financial planning and the 30-year HRA Business Plan.

Working closely with senior leaders and elected members, providing clear and credible financial advice.

Leading, developing and motivating the finance team, building capability and driving high standards of customer service and performance.

Delivering presentations and financial information to a range of audiences.

Identifying opportunities for continuous improvement across financial and corporate governance arrangements.

Supporting emergency response arrangements and participating in relevant on-call rotas where required.

About You

The ideal candidate will be an astute and experienced senior finance professional with substantial experience across local/public sector finance and a strong understanding of statutory financial responsibilities.

You will bring:

Strong knowledge of S151 finance functions, statutory reporting and financial governance.

Extensive experience of budget setting, financial planning, capital accounting and financial accounting.

Strong understanding of audit, Statement of Accounts and statutory compliance.

Experience of business modelling, financial appraisals, risk assessment and investment decisions.

Knowledge of prudential borrowing, HRA financial planning and funding arrangements.

Proven leadership experience with the ability to develop teams and influence senior stakeholders.

Excellent communication and presentation skills, with the confidence to provide clear financial advice at senior level.

A strong commitment to transparency, accountability, value for money and continuous improvement.
