Summary
The post holder is responsible for the operational management, compliance, maintenance, and development of the Trusts engineering infrastructure, providing specialist leadership for Estates engineering services and ensuring the safe, reliable, and efficient operation of all associated plant, equipment, and systems. The role acts as the Trusts subject matter expert and Authorised/Responsible Person for designated engineering disciplines, ensuring statutory, mandatory, and NHS-specific requirements are achieved and maintained. Key responsibilities include managing the delivery of planned, reactive, and corrective maintenance programmes through both in-house staff and specialist contractors, ensuring all works comply with legislation, Health Technical Memorandums (HTMs), Health Building Notes (HBNs), Approved Codes of Practice, British Standards, SFG20 requirements, and Trust policies. The post holder oversees the CAFM and electronic work management systems, maintaining accurate asset records, maintenance schedules, compliance documentation, and reporting processes. The role leads on Estates compliance, undertaking audits, identifying risks and deficiencies, developing remedial action plans, and monitoring progress to ensure compliance gaps are addressed. Responsibilities include developing and standardising engineering procedures, policies, processes, and maintenance practices to support modern, efficient, and customer-focused Estates services. The post holder manages specialist maintenance contracts and contractor performance, including procurement, tendering, contract mobilisation, performance monitoring, and ensuring value for money. They are responsible for ensuring all technical documentation, operation and maintenance manuals, and statutory certification are available and maintained. Minor works and engineering projects are managed from inception to completion, ensuring stakeholder engagement, budget control, quality standards, and timely delivery. A significant aspect of the role involves providing expert technical advice and support to Estates operational teams, capital project teams, clinical services, and senior management. The post holder develops and mentors maintenance staff, supports training programmes, promotes safe systems of work, and ensures robust health and safety management through risk assessments, COSHH assessments, and contractor control procedures. The position requires close collaboration with clinical and corporate divisions, external organisations, contractors, and regulatory bodies, serving as a key point of contact for engineering matters. The post holder prepares reports for Trust committees, chairs specialist groups where required, and contributes to strategic planning and service development initiatives. As a senior manager within Estates, the role supports wider departmental leadership by deputising for the Head of Estates when required, participating in on-call management arrangements, responding to emergencies and major incidents, and ensuring the continuity, resilience, and compliance of critical engineering services across the Trust. This includes maintaining professional relationships, promoting high standards of customer service, and ensuring resources are utilised effectively to deliver safe, high-quality healthcare environments.
