Minimum 2 days in the officer per week

We are looking for a locum for 3 months to work in the Practice Assurance Team. Candidate needs to be an experienced social work manager and ideally some experience in practice improvement and assurance.

MAIN PURPOSE:

The Quality Assurance Project Manager is responsible for the delivery of the People Directorate Adult Social Care annual quality assurance programme, support the implementation of quality assurance framework and audit methods or tools to report on the quality of the service provision for adult service users and carers to make and implement recommendations to improve the quality of service provided.

SUMMARY OF RESPONSIBILITIES AND DUTIES:

To be responsible for the implementation of the Quality Assurance Policy, Governance and Framework; and for the delivery of the annual quality assurance audit programme in Bromley Adult Social Care.

To coordinate quality and performance monitoring activities within adult services and to assist with the reporting of performance information; outcomes of audits and contribute to corrective action to assist with the improvement of practice.

To set up and carry out scheduled case file audits, practice reviews and observations, produce good quality reports for the senior management team. To work with team leaders and senior care managers to evaluate the effectiveness of frontline social work practice against a set of quality standards.

To collate and analyse the data arising from the quality assurance activities, identify good practice as well as themes for learning, practice development and service improvement, reporting to the Principal Social Worker, senior management, Quality Assurance Management Board and other groups as appropriate.

To support the Principal Social Worker in the development of best practice, promote new ways of working, facilitate training workshops and reflective learning forums to ensure staff gain the knowledge, skills and confidence to work effectively to meet quality standards.

To lead on and undertake various projects relating to quality improvement in service delivery, development of good practice in safeguarding adults and social work intervention.

To undertake project management and lead on project planning, costing, benefits analysis, scheduling, monitoring, and reporting activities for such projects in accordance with the Council�s approved Programme and Project Management Framework.

To manage all aspects of the projects for which the post holder is responsible; ensuring a clear Business Case and Project Plan is produced and monitored by the project board throughout the life of the project; managing the production of required deliverables; preparing and maintaining the Project Plan, Stage and Exception Plans as required; managing the project risks and issues; ensuring that projects are accurately scoped, specified and commissioned in accordance with the corporate standards; advising and reporting to the Project Boards and Sponsors on the status of Projects through Highlight Reports and stage assessments.

To ensure that projects are formally closed and, where appropriate, subsequently reviewed, and that lessons learned are captured and appropriate action taken. Produce appropriate documentation to support these processes.

To provide supervision to seconded staff and manage other resources and budgets assigned to a project such as, operational managers, accountants, care managers, change consultants, trainers, the Councils contractors etc; ensuring that they are keeping within timescales and budgets.

General Tasks and Responsibilities

To maintain an awareness of new and emerging developments around personalisation, resource management and social care and to use such information to inform good practice, improve the quality of services delivered to users and carers to meet LBB requirements.

To identify, engage and involve services users and other stakeholders in the operation of the project and the development of supports and services.

To undertake any special assignments or projects in a planned and professional manner ensuring that any work undertaken is completed within agreed timeframes and given budget with the desired outcomes.

To maintain an awareness of the risks to the department and the Council as a result of the delivery of the change, taking necessary action to minimise those risks.

To provide regular progress reports on projects as and when required.

On request, undertake specific case file audits relating to SAR or Coroner Inquiry, conduct individual reviews into the management and progress of individual cases, e.g., following on from a compliant, Ombudsmen report or safeguarding appeal.

Undertake any other duties commensurate with the level of the post, as required to ensure the efficient and effective running of the Department/Division.

To work towards creating a culture within the LBB services to deliver choice and independence in meeting the needs of the customer and other stakeholders.
