Stark Works | Technical Solutions
We’re looking for a Multi-Utility Tendering Engineer to join our Technical Solutions team at Stark Works.
This is a key role within the team, responsible for producing accurate, competitive and commercially viable estimates for multi-utility projects across electricity, gas, water and associated infrastructure.
You’ll work closely with our Sales & Business Development Managers, Design Engineers, customers, network operators and contractors to understand project requirements, develop robust quotations and ensure a smooth handover of successful projects to our delivery teams.

What you’ll be doing
- Prepare accurate and competitive multi-utility cost estimates covering electricity, gas, water and associated infrastructure.
- Review customer requirements, technical specifications, drawings and site information to develop accurate quotations and proposals.
- Work closely with Sales, Business Development and Design Engineering teams to ensure tenders are technically and commercially sound.
- Liaise with customers, network operators, contractors and internal teams to gather the information needed to produce estimates.
- Identify and clearly document project risks, opportunities, assumptions and exclusions within estimates.
- Ensure quotations are produced accurately and within agreed timescales to support business and customer requirements.
- Maintain up-to-date knowledge of utility industry standards, regulations, construction requirements and pricing structures.
- Support the effective handover of successful projects to the delivery team.
- Contribute ideas and improvements to make our estimating processes more accurate, efficient and customer-focused.
- Ensure all estimating activity meets Stark's governance, compliance and quality standards.
What you’ll bring
- At least 3 years’ experience in a technical engineering environment or similar role.
- An engineering degree in any discipline.
- Experience or strong knowledge of multi-utility network design, ideally with experience in electricity or water networks.
- A good understanding of CDM Regulations 2015 and their application within construction and utility projects.
- Strong commercial awareness with the ability to understand project requirements and develop accurate cost estimates.
- Excellent organisational skills and the ability to manage a high volume of work while meeting deadlines.
- Strong attention to detail and a commitment to getting things right first time.
- Good IT skills, including Microsoft Excel, Word and Outlook.
- Experience using industry estimating/design software such as WinDebut would be advantageous.
- Clear and confident communication skills, with the ability to build positive relationships with customers, colleagues and external stakeholders.
- A proactive, flexible and collaborative approach, with the ability to work independently and as part of a wider team.
