Summary

Job Purpose The Vaccination Outreach Service is designed to ensure that vaccinations are delivered to underserved populations throughout Bristol, North Somerset and South Gloucestershire. The service will be delivered with the support of a wide range of stakeholders, primarily across general practice, Sirona and the VCSE sector. The key purpose of the Service Manager role is to ensure the service is data-driven, draws on the expertise of those with lived experience and is delivered within scope and budget, using a structured approach. Key responsibilities Service Planning Develop detailed plans to deliver a safe, inclusive, targeted, community based service which is evidence led and reduces inequalities Conduct stakeholder mapping and engagement planning to ensure inclusive and effective communication. Use management tools to track progress and dependencies. Service Implementation Work with the Clinical Lead and Educator to lead the day-to-day management of service activities, ensuring alignment with strategic goals. Monitor service milestones, KPIs, and deliverables, adjusting plans as needed to maintain momentum. Proactively identify risks and issues, maintaining a risk register and implementing mitigation strategies. Ensure quality assurance processes are embedded throughout service delivery. Work within a team effectively, sharing work where appropriate, flexing capacity to respond to surge requirements of the service. Collaboration and Stakeholder Engagement Facilitate cross-functional collaboration, ensuring all stakeholders are informed and involved. Ensure that the service Governance and Quality group functions well and that the wider governance framework is operational - chairing meetings, workshops, and steering groups as appropriate. Build strong relationships with internal teams, external partners, and system stakeholders. Resourcing and Budget Management Work with the finance team to develop and manage service budgets, ensuring cost-effectiveness and value for money. Track expenditure against budget, produce financial forecasts, and escalate variances. Coordinate procurement and contract management where required. Reporting and Evaluation Produce high-quality reports for senior leadership and stakeholders, including dashboards and narrative summaries. In line with the specification, evaluate service outcomes, strategic objectives and patient experience. Lead post-service reviews and lessons learned exercises to inform future initiatives. Change Management Design and implement change management strategies to support adoption and sustainability. Deliver training, workshops, and communications to support users and stakeholders. Monitor change impact and adjust plans to ensure successful embedding of new practices. Governance and administration Ensure all service activities comply with relevant legislation, policies and standards Maintain accurate documentation and audit trails. Develop and implement a grant framework for commissioning and evaluating VCSE activity. Line management responsibility Y/N Administrator Communications administrator Clinical Educator Responsible to Director of Planning and Improvement Budget Holder Y Salary Band D: 38,768 46,684 FTE PERSON SPECIFICATION QUALIFICATIONS AND EXPERIENCE Essential Demonstrable significant and recent experience managing complex services from initiation to business as usual, using a continuous improvement methodology Proven ability to manage multiple stakeholders, including senior leaders, clinicians, and external partners Strong track record in risk management, resource planning, and performance monitoring Experience using service delivery software and tools Experience of working with the VCSE sector Desirable Experience in the design, development and implementation of NHS services Experience in budget management and financial reporting PERSONAL QUALITIES, SKILLS AND ATTRIBUTES Essential Ability to identify issues early and develop effective solutions quickly.
