The Role

Are you an ambitious and forward-thinking HROD professional looking for an opportunity to make a meaningful impact?

This is an exciting opportunity to join Tameside Council at a pivotal point in our improvement and transformation journey. As our HROD Business Partner for Children's and Education Services, you will support one of the Council's most significant and high-profile service areas, partnering with senior leaders to shape workforce strategy, strengthen organisational capability and enable excellent outcomes for children, young people and families.

Working as a trusted strategic partner to senior leaders, you will help navigate complex organisational challenges, influence decision-making and create the conditions for high performance, inclusion and innovation. You'll work across a broad range of people, workforce and organisational priorities, supporting leaders to think differently, embrace change and develop sustainable solutions that improve both workforce and service outcomes.

This is a role for a credible and influential HROD professional who combines strategic thinking with practical delivery. You'll bring professional curiosity, sound judgement and the confidence to provide constructive challenge, helping leaders balance immediate operational demands with longer-term organisational success. Supporting one of the Council's largest and most complex directorates, you will work with leaders across Children's Social Care, Education, Early Help and Inclusion Services to deliver workforce and organisational solutions that support improved outcomes for children, young people and families. Operating within a continually evolving environment, you will play a key role in helping services respond to changing demands, build organisational resilience and develop the workforce capability needed for future success.

As part of our collaborative People and Workforce Development team, you'll work alongside experienced HROD colleagues who are passionate about making a difference. Together, we're building a modern, progressive and integrated people service that places organisational development, workforce excellence and employee experience at the heart of everything we do. You'll join a team committed to moving beyond traditional HR, using organisational development, workforce insight and systems thinking to help leaders create sustainable, high-performing services where people, culture and performance thrive.

About You

What You'll Bring

  • Experience operating as a Strategic HROD Business Partner within a complex organisation.
  • A strong track record of influencing senior leaders and shaping workforce and organisational outcomes.
  • Experience supporting organisational change, transformation and service improvement programmes.
  • Strong organisational development, workforce planning and change leadership expertise.
  • The ability to build trusted relationships whilst maintaining the confidence and professional courage to challenge constructively when needed.
  • Experience using workforce insight, data and evidence to inform decision-making and drive improvement.
  • A collaborative and solutions-focused approach, with the ability to work across organisational boundaries and deliver sustainable outcomes.
  • Excellent coaching, influencing and relationship-building skills.
  • Up-to-date knowledge of employment legislation, workforce practice and organisational development approaches.
  • A CIPD Level 7 qualification (or equivalent professional qualification and experience) and a commitment to continuous professional development.
