Specialist Payroll Officer

Role Purpose

The Specialist Payroll Officer will be responsible for delivering specialist payroll services, ensuring accurate, compliant and timely payroll processing while providing exceptional customer service. The role requires strong technical payroll knowledge, excellent analytical skills and the ability to resolve complex payroll queries and issues.

Key Responsibilities

Manage and resolve complex payroll queries and calculations, providing expert advice to employees, managers and stakeholders.

Ensure payroll processes comply with current legislation, including PAYE, National Insurance, pensions, statutory payments and relevant employment legislation.

Undertake payroll audits, reconciliations and quality checks to ensure accuracy and compliance.

Investigate discrepancies and implement effective solutions to complex payroll issues.

Provide clear, professional and customer-focused advice, explaining complex payroll matters in an accessible way.

Maintain up-to-date knowledge of payroll legislation, taxation requirements, policies and procedures.

Work closely with the payroll team, HR, finance and other stakeholders to improve processes, efficiency and accuracy.

Identify and share best practice and contribute to continuous improvement initiatives.

Support the training and development of payroll colleagues, sharing specialist knowledge and expertise.

Organise and prioritise own workload effectively, responding to changing business requirements.

Deputise for the Hub Leader when required and support the day-to-day coordination of the payroll function.

Essential Requirements

Substantial experience working in a specialist payroll environment, with a strong understanding of end-to-end payroll processes.

Excellent knowledge of PAYE, National Insurance, statutory payments, pensions, tax and payroll legislation.

Experience of managing and resolving complex payroll queries and discrepancies.

Proven experience undertaking payroll reconciliations, audits and accuracy checks.

Strong analytical, numerical and problem-solving skills with excellent attention to detail.

Excellent IT skills and experience using payroll and HR systems.

Excellent written and verbal communication skills, with the ability to explain complex payroll information clearly to customers and stakeholders.

Strong organisational skills and the ability to manage competing priorities and work to deadlines.

Ability to work collaboratively with colleagues, HR, finance, external organisations and other stakeholders.

Experience of supporting or mentoring colleagues and sharing specialist knowledge.

A relevant payroll/business qualification such as CIPP, or equivalent practical knowledge and experience, is desirable.

Commitment to providing a high-quality, customer-focused payroll service and taking ownership for the accuracy and delivery of work.

Working Arrangements: Agile working, with a combination of home and office working in line with business requirements. Occasional travel to Council or customer sites may be required.
