Job Purpose
Supporting the Head of Property, Regeneration & Economic Development in driving forward the strategic agenda of the authority and be responsible for delivering the overall programme for the service area. Take a senior leadership role in the development, management and delivery of complex regeneration programmes, including multi-million-pound capital projects funded through Welsh Government, UK Government and external funding streams.
With responsibility for:
Translating corporate and regeneration strategies into deliverable programmes
Providing programme-level governance, assurance and financial control
Acting as the Council�s lead client representative on major regeneration schemes
Strategic Planning
Ensuring compliance with statutory, financial, and procedural requirements
Principal duties and responsibilities:
Provide clear leadership on the development, delivery and monitoring of key strategic capital and grant programmes
Work pro-actively and closely with colleagues within the Divisional Management Team and across the organisation to identify, create and embed the necessary, sustainable changes in culture and practice to meet the strategic and transformational needs and aspirations of the Council.
Develop and maintain constructive relationships between the Council and other local authorities, central government, the business and industrial sector and principal community and voluntary organisations and agencies.
Lead the delivery of the Council�s strategic regeneration priority programmes, ensuring alignment with corporate objectives and place-based strategies
Develop and maintain long-term regeneration programmes, business cases, and delivery plans
Embed sustainability, equality and social value within all workstreams, ensuring that asset and property interventions support wider environmental, social and economic outcomes.
Advise senior management and elected members on regeneration risks, opportunities, and performance.
Deputise for the Head of Property, Regeneration & Economic Development as required.
Responsibility for People � Supervision/Management:
Full and ongoing responsibility for management of the three Programme Managers Regeneration, Climate and Capital Programme and management of the strategy for the grant funding, which links to all the staff within those Regeneration teams.
Determining, implementing and maintaining the most appropriate and effective operational structure for the service in terms of numbers, skills and development.
Ensure internal policy, procedures and processes are applied in relation to the recruitment and selection of staff, allocation and direction of work, performance management, identification of training needs and responses to any matters relating to sickness absence or conduct.
Decision making, Planning requirements and Procedural context of the role:
Identify, secure and manage external funding, including: Welsh Government regeneration and town centre programmes and UK Government funds (e.g. Levelling Up, heritage, cultural, climate and capital grants)
Oversee the successful delivery of large-scale capital regeneration projects, from concept through to completion, ensuring all programmes comply with funding conditions, audit requirements and clawback rules
Ensure robust programme management disciplines are applied (e.g. PRINCE2 / MSP-style governance)
Manage a specified caseload in relation to development and regeneration projects.
Prioritise and allocate own areas of work in conjunction with the manager, in order to manage demand and expectations.
Undertake viability and development appraisals.
Document and progress actions and decisions from Partnership, Programme and Project meetings.
Lead on programme-level governance, reporting and assurance, ensuring procurement strategies, contractual arrangements and appointments of consultants and contractors comply with Standing Orders and public procurement regulations
Ensure compliance with planning, land, property, CDM and health & safety requirements
