Summary
To work on the Roving Health Units, delivering screening services to the local populations. Cytology plus other screening services as required. Working within GP practices to support their screening in areas of deprivation and health inequalities. Engage with the General Public to raise awareness around screening and health. Follow agreed policies and protocols, refer to the Head of Nursing as appropriate. Maintain and clean equipment after use. Maintain environment, including stock rotation and stock control. Maintain general tidiness and cleanliness of environment. Use of clinical administration systems such as System1 Accurate documentation of patient care and recorded in a timely fashion. A duty to inform the Head of Nursing of potential problems or issues arising within the day-to-day duties. Attend meetings when required. Any other delegated duties as appropriate to the post. Awareness of national standards of infection control and cleanliness and regulatory / contractual / professional requirements, and good practice guidelines Responsible for the correct and safe management of the specimens process, including collection, labelling, handling, use of correct and clean containers, storage and transport arrangements Management and maintenance of Personal Protective Equipment (PPE) for the practice including provision, ordering, availability, and ongoing correct usage by staff. Responsible for hand hygiene across the practice Ownership of infection control and clinically based patient care protocols, and implementation of those protocols. Monitoring facilities and equipment in relation to infection control, ensuring that provision of hand cleansing facilities, wipes etc are sufficient to ensure a good clinical working environment. Lack of facilities to be escalated as appropriate. Safe management of sharps procedures including training, use, storage, and disposal Using appropriate infection control procedures, maintaining work areas in a tidy, clean and sterile, and safe way, free from hazards. Initiation of remedial / corrective action where needed or escalation to responsible management. Actively identifying, reporting, and correction of health and safety hazards and infection hazards immediately when recognised Waste management including collection, handling, segregation, container management, storage, and collection. Spillage control procedures, management, and training Decontamination control procedures, management and training, and equipment maintenance Maintenance of sterile environments Demonstrate due regard for safeguarding. To communicate and report to vaccination lead as required. Project management responsibilities: As the operational lead for the mobile cervical screening service, the post-holder will: Take day-to-day operational and project management responsibility for the mobile cervical screening service (Roving Health Units), ensuring delivery against agreed timescales, activity targets, budget and quality standards across all deployment sites. Develop, own and maintain the project plan for the service, including site scheduling, staff rostering, equipment and vehicle logistics, and coordination with GP practices and community venues across areas of deprivation and health inequalities. Plan and deliver the service using a phased campaign approach, running each phase as a discrete cycle of delivery, evaluation and refinement, and systematically capturing learning from each phase to inform the design, targeting and delivery of subsequent phases. Act as the principal point of contact between the service and the multi-agency Project Board, preparing and presenting regular highlight reports, progress updates, risks and issues, and campaign learning to the Board and other key stakeholder groups. Build and maintain effective working relationships across multiple partner agencies, including the ICB, PCNs, GP practices, local authority public health teams and third sector/community organisations, ensuring aligned and integrated delivery of the screening programme. Produce clear, accurate and timely written reports for a range of audiences, including Project Board papers, campaign evaluation reports, business cases and funding/commissioner reports, translating operational and clinical activity data into accessible written and visual formats. Monitor, analyse and report on service performance and uptake data (including coverage in underserved and seldom-heard populations), using findings to drive continuous improvement and to demonstrate impact to commissioners and partner agencies. Identify, log and actively manage project risks and issues, maintaining a risk register and mitigation plan, and escalating appropriately to the Project Board or Head of Nursing where required. Manage the project budget, monitoring expenditure against plan, supporting procurement of equipment, consumables and vehicle costs, and ensuring value for money across the service. Support the recruitment, induction, training and day-to-day line management of nursing and support staff working on the mobile units, ensuring the team has the skills and capacity to deliver each phase of the campaign. Lead engagement and communication activity with local communities and stakeholders to raise awareness of the service and improve uptake among seldom-heard and underserved groups, tailoring messaging and site selection using learning from previous campaign phases. Chair or contribute to operational meetings, task and finish groups and working groups relating to the service, ensuring actions are recorded, owned and followed up. Identify opportunities for service development, funding bids or expansion arising from campaign learning, and lead on drafting associated proposals and business cases. Ensure robust clinical governance, information governance, safeguarding, and health and safety arrangements are maintained and evidenced across all mobile unit sites and throughout the project lifecycle. Personal/Professional development: The post-holder will participate in any training programme implemented by PCL as part of this employment, such training to include: Participation in an annual individual performance review, including taking responsibility for maintaining a record of own personal and/or professional development.
