Your role:
This is an exciting opportunity for an enthusiastic and motivated individual to join our forward-thinking Housing Standards Team and play a key role in improving housing conditions across the Borough. As a Housing Standards Officer, you will help ensure that residents have access to safe, healthy, and well-managed homes, making a positive contribution to the health, wellbeing, and quality of life of our communities.
Working as part of a proactive and innovative team, you will be responsible for helping to regulate standards within the private rented sector, ensuring landlords and property owners meet their legal obligations and that housing conditions comply with relevant legislation.
The role requires excellent communication and customer service skills, as you will work closely with a wide range of customers and stakeholders, including private tenants, landlords, letting agents, developers, businesses, and partner agencies. You will provide advice, guidance, and support while building positive relationships that encourage compliance and improve housing outcomes.
You will also contribute to the investigation and enforcement of poor housing conditions, rogue landlords, and the criminal use of residential properties. By applying a range of housing and environmental health legislation, together with innovative and intelligence-led approaches, you will help protect vulnerable residents, improve neighbourhoods, and support the Council's wider objectives for safe and sustainable communities.
About you:
You will ideally have experience of working within a Housing Standards, Environmental Health, or similar regulatory enforcement environment, with a sound knowledge of the Housing Act 2004, the Housing Health and Safety Rating System (HHSRS), and other relevant housing legislation and guidance.
You will have experience of investigating housing standards issues, undertake property inspections, and subsequent enforcement action where necessary.
A good understanding of evidence gathering and case management is essential, including knowledge of the Police and Criminal Evidence Act (PACE) and the Criminal Procedure and Investigations Act (CPIA), ensuring investigations are conducted in a professional, lawful, and proportionate manner.
We are looking for a self-motivated and proactive individual who can manage a varied workload, work effectively both independently and as part of a team, and make informed decisions in often challenging circumstances. You will possess excellent communication and negotiation skills, enabling you to build constructive relationships with tenants, landlords, agents, and other stakeholders while securing positive outcomes and improving housing conditions.
You will be confident in dealing with difficult and sensitive situations, using a balanced approach of advice, support, and enforcement to achieve compliance and protect residents from poor housing conditions and potential hazards.
A strong commitment to customer service is essential, together with a genuine desire to work with residents and landlords to promote safe, healthy, and well-managed housing. You will also have experience of developing effective collaborative partnerships and working closely with both internal departments and external agencies to deliver successful outcomes for residents and communities.

The Housing Standards team is a busy team, and we are looking for an individual who will make a valuable contribution. You will be part of an exciting service in which no two days are the same and you will have an opportunity to drive the standards of the private sector housing stock within our Borough.
You will also be provided with the opportunity to undertake and successfully complete training against an appropriate Apprenticeship Standard to achieve an Advanced Professional Certificate.
