Summary
The Government Property Agency is the largest property holder in government, with more than £2.1 billion in property assets and over 55% of the government’s office estate.
We are transforming the way the Civil Service works by creating great places to work, leading the largest commercial office programme in the UK, working towards halving carbon emissions from government offices, and achieving greater value for taxpayers. And we are looking for innovative, solutions-focused people to join our team.
Representing the best covenant in the UK – His Majesty’s Government – we are leading significant transformational programmes such as the Government Hubs Programme, Whitehall Campus Programme and Net Zero Programme. We are also delivering cost-effective property services such as asset management, lifecycle replacement and workplace services.
Innovation and progress underpin our behaviours. We foster a culture of lifelong learning, where curiosity and self-improvement are encouraged. Our four core values are at the heart of everything we do. They shape our culture and guide how we work, lead and grow together:
- Striving for excellence- We always aim to deliver great results
- Empowering through respect- We insist on fair treatment for all, always
- Acting with integrity- We consistently do the right thing
- Succeeding together- We rely on each other to achieve success
We are committed to representing the communities we serve by making Equality, Diversity, and Inclusion (EDI) part of everything we do. Our strong emphasis on EDI is not just about driving inclusion across our organisation, it is also about ensuring our services meet the needs of government departments and the civil servants who use our spaces. To ensure that we are always recruiting and retaining a diverse mix of talent, we are particularly inviting applications from candidates who are disabled, ethnically or gender diverse, and people who identify as being part of the LGBTQ+ community.
Join our dynamic and diverse team that leads with purpose, improving sustainability, nurturing social value, driving inclusivity and flexibility, and kickstarting economic growth.
We are driven by purpose, and you can be part of it too: where you make a meaningful impact; where you influence; where your voice really matters; where you help to shape our future direction.
The Corporate Performance Team sits at the heart of the GPA, working across the entire organisation (and with key external stakeholders) to help ensure that it is best delivering against short and long term objectives, vision and strategy and as such, is delivering the best possible service to our Clients and Customers.
Reporting to the Head of Change and CI (Corporate) and sitting within the Corporate Performance Team, this role is critical to successfully navigating the GPA's complex change horizon and embedding a culture of continuous improvement as a core part of our operating model. You will play a pivotal role in transitioning the strong foundations built under the previous CI Programme into enduring Business As Usual (BAU) practices, ensuring ongoing corporate oversight of new CI activities. This role is also essential in addressing feedback from the people survey, with a key objective to improve staff confidence in the GPA's ability to effectively manage change. By supporting the transition to enterprise portfolio management, you will enable a more strategic and tactical approach to change activity across the organisation.
Note - This is a new role and therefore the job description will remain flexible and subject to change as the role is matured. There is a real opportunity here for the successful candidate to shape their own role and the role of the team, so you must feel comfortable and thrive in navigating ambiguity.
Key Responsibilities
Deliver ongoing support and resources to targeted CI activity, proactively helping people across the organisation to improve and adapt to new processes, systems, and ways of working.
Embed CI and change management good practice, actively promoting CI and change management as a core skill (specifically under Innovation) and cultivating it as an organisational mindset.
Support delivery and improvement of the GPA change management strategy and framework.
Develop, deliver, and embed a comprehensive CI framework, providing tools and resources into the GPA's way of working through initiatives such as dedicated masterclass sessions.
Work closely with the Head of Change and CI (Corporate) and Enterprise Portfolio colleagues to support the development and delivery of enterprise portfolio management principles.
Collaborate with communications teams to thoroughly understand key stakeholders, analyse how CI and change affect them and lead internal communications activity.
Maintain and nurture a community of CI workstream leads alongside a wider CI/change champion community across the GPA, facilitating the sharing of good practice, achievements, and vital lessons learned.
Upskill and support leadership across all grades, ensuring they are equipped to deliver effective change and help our people with their response to change activity.
Work closely with business areas to provide targeted business change management and CI delivery when needed, drawing upon external expertise where appropriate to ensure successful implementation
Support high-level strategic planning by maintaining a cross-organisation overview of change activity, ensuring initiatives are aligned to support transformational change and holding senior leaders and business areas to account for their delivery
Ensure continuity of CI activity and change management support for critical business operations while supporting scoping future business needs.
