Summary
At Oxfordshire County Council, we're not just talking about transformation, we're delivering it. Our HR & Cultural Change Service has been recognised nationally, having been shortlisted for the CIPD Best Organisation Change Initiative Award 2026 for our innovative approach to organisational redesign and workforce transformation. Now, we're looking for an experienced Senior Organisational Change Specialist to join us during one of the most significant periods of change in the Council's history.
This is a unique opportunity to work at the heart of major transformation programmes, helping to shape how services are delivered, how organisations are designed and how our workforce evolves to meet future challenges.
If you're looking for a role where you'll have real influence, genuine autonomy and the opportunity to leave a lasting legacy, we'd love to hear from you.
Why This Opportunity Stands Out
You'll be joining:
✅ An award-nominated organisational change team recognised by the CIPD
✅ A high-performing, supportive and collaborative team of specialists
✅ An organisation undergoing significant transformation and redesign
✅ A role with the autonomy to lead your own projects from inception to implementation
✅ A position that offers direct exposure to senior leaders and strategic decision-making
✅ One of the most exciting organisational change opportunities currently available in local government
This isn't a role where you'll simply advise from the side lines. You'll be trusted to lead complex organisational change programmes, influence critical workforce decisions, manage stakeholder relationships, work directly with trade unions and senior leaders, and help deliver change that makes a real difference to our organisation and the communities we serve.
Skills:
What We're Looking For
We're seeking a highly experienced organisational change professional who can quickly build credibility and confidently lead complex programmes of change including TUPE.
You'll bring:

Strong knowledge of employment legislation, consultation requirements and organisational change best practice.
Strong consultation and employee relations expertise
Excellent stakeholder management skills
Ideally experience working within complex and politically aware environments, although this is not essential

A pragmatic, solutions-focused approach and a passion for delivering high-quality outcomes
Shape the Future With Us
This is more than a fixed-term opportunity. It's a chance to join an award-nominated team, work on high-profile transformation programmes and play a key role in shaping the future of one of the country's most ambitious local authorities.
If you want to lead meaningful change, develop your experience and work alongside talented and passionate colleagues, we'd love to hear from you.
