About the Role

The Office for Investment (OfI) is seeking commercially astute, analytically strong, and highly entrepreneurial Origination Specialists to identify, shape, and originate new strategic investment propositions that unlock capital from major institutional investors — including pension funds, insurers, sovereign wealth funds, strategic corporates, and specialist funds.

These roles sit at the heart of OfI’s mission to catalyse transformational investment into UK priority sectors, places, and infrastructure. Working closely with local authorities, devolved administrations, private developers, and central government departments, you will surface scalable opportunities, design innovative investment models, and build compelling propositions that address investor requirements while supporting UK growth objectives.

We are seeking individuals with strong foundations in corporate finance, investment banking, project finance, asset management, fund management, or transaction advisory, combined with a collaborative, mission‑driven mindset. Ideally you will have worked to structure investment opportunities and taken them through investment decision making.

You will join a proactive, friendly, and delivery‑focused team in a uniquely cross‑cutting environment — operating at the interface of public policy, commercial investment, and place‑based economic development. All roles involve direct exposure to investors, senior government leaders, and local partners.

Key Responsibilities

1. Origination & Opportunity Development

  • Proactively identify opportunities across the UK where strategic investment could unlock economic value — spanning infrastructure, innovation assets, regeneration, advanced manufacturing, and other priority sectors.
  • Lead early‑stage commercial analysis to test bankability, scalability, and investor relevance.
  • Translate complex local authority, development, or policy challenges into clear investment propositions where viable, and quickly identify where not for partners to explore other routes to progress.
  • Use your commercial credibility to build trusted relationships with local authorities, devolved administrations, developers, and sector partners to shape opportunities at source.

2. Investment Proposition Design

  • Develop high‑quality investment cases and structures suitable for major institutional capital (pension funds, insurers, strategic funds, etc.), working with relevant actors as appropriate.
  • Design financially robust delivery and ownership models, working closely with finance, legal, and policy teams.
  • Assess revenue models, capital structure options, return profiles, funding gaps, and risk allocation.
  • Prepare concise and compelling prospectus materials, investor briefings, and commercial narratives.

3. Financial Analysis & Structuring

  • Undertake initial financial modelling and scenario testing to frame opportunity viability and investor fit.
  • Identify optimal capital stack options — e.g., equity, debt, blended finance, guarantees, or public‑private partnership structures.
  • Ensure proposed structures align with government classification rules, fiscal principles, and value‑for‑money priorities.
  • Advise on alternative funding options where investor appetite, government constraints, or local authority requirements diverge.

4. Stakeholder Engagement & Deal Facilitation

  • Engage directly with institutional investors to test propositions, surface commercial requirements, and iterate designs.
  • Work with local authorities to refine proposals, address planning or regulatory considerations, and ensure readiness for investment.
  • Support internal governance and ministerial briefings on origination pipeline and investment opportunities.
  • Act as a bridge between government, local partners, and the investor community, ensuring that opportunities meet the needs of all parties.

5. Market Insight & Pipeline Leadership

  • Build deep understanding of investor appetite, market trends, and capital‑market dynamics relevant to UK priority sectors.
  • Maintain a dynamic origination pipeline with clear evaluation criteria, prioritisation logic, and early‑stage due diligence.
  • Provide intelligence and strategic advice to senior OfI leaders on where and how the UK can best attract large‑scale capital.
