Summary
The Learning Disability Care Hub offers an exciting opportunity for an experienced and innovative Consultant Clinical Psychologist to provide professional, clinical and strategic leadership across a specialist service dedicated to improving outcomes for people with learning disabilities. Working as a valued member of the Care Hub Senior Leadership Team, the post holder will influence service development, shape policy, drive quality improvement and ensure the delivery of high-quality, evidence-based psychological care.
This role combines clinical expertise, leadership, service development, workforce development and research, enabling the post holder to have a significant impact on both individual lives and the wider health and social care system. The successful candidate will work collaboratively with multidisciplinary colleagues, families, carers, community services and partner organisations to deliver person-centred, strengths-based support across the Learning Disability Care Hub.
The role offers the opportunity to contribute to innovative service developments, lead strategic work, influence Trust-wide priorities and support the continuous development of psychological therapies within Pennine Care. It is an ideal position for a motivated leader who is passionate about reducing health inequalities and improving the quality of life, wellbeing and independence of people with learning disabilities.
Provide professional and clinical leadership to psychological therapy staff across the Learning Disability Care Hub.
Contribute as a senior leader to the development and delivery of Care Hub and Trust objectives.
Deliver highly specialist psychological assessment, formulation and intervention for people with learning disabilities.
Provide expert consultation and clinical leadership to multidisciplinary teams, carers and partner agencies.
Lead the development, implementation and evaluation of innovative service improvements.
Support the development of policies, pathways and standards across learning disability services.
Promote evidence-based practice and a culture of continuous quality improvement.
Lead and contribute to research, audit and service evaluation projects.
Develop strong partnerships with community, health, social care and third-sector organisations.
Ensure psychological therapy services meet quality, performance and waiting time standards.
Lead, supervise, mentor and develop psychological therapy staff and trainees.
Participate in recruitment, workforce planning and professional development activities.
Champion the rights, inclusion and wellbeing of people with learning disabilities and their families.
Represent the Learning Disability Care Hub in Trust-wide and external forums.

Leadership and Service Development
The post holder will provide visible, professional and clinical leadership for psychological therapies across the Learning Disability Care Hub. Working as part of the senior leadership team, they will contribute to the strategic direction of services and support the delivery of high-quality, person-centred care aligned to Trust priorities and national best practice.
The role will involve identifying opportunities for service improvement, leading transformational projects and ensuring that psychological services continue to evolve to meet the changing needs of people with learning disabilities, their families and carers. The post holder will work closely with operational, medical and quality colleagues to shape future models of care and support innovation across the service.
Clinical Leadership and Expert Practice
The Consultant Clinical Psychologist will provide highly specialist assessment, formulation and intervention for individuals presenting with complex and highly complex needs. They will support multidisciplinary teams by offering expert consultation, psychological formulation and advice regarding risk assessment, treatment planning and care delivery.
The post holder will maintain a small specialist caseload, ensuring that expertise remains grounded in direct clinical practice while supporting the wider development of psychological approaches across the service. They will promote strengths-based, trauma-informed and evidence-based approaches that enhance quality of life and maximise opportunities for individuals to live fulfilling lives within their communities.
Promoting Excellent Outcomes for People with Learning Disabilities
A key focus of the role will be championing the needs and aspirations of people with learning disabilities. The post holder will work collaboratively with service users, families, carers and partner agencies to develop holistic and personalised support plans that promote independence, inclusion, wellbeing and positive health outcomes.
Through partnership working and system leadership, the post holder will contribute to Pennine Care's ambition of delivering outstanding care and reducing inequalities experienced by people with learning disabilities.
Workforce Development and Professional Leadership
The Learning Disability Care Hub is committed to developing a skilled, compassionate and resilient workforce. The Consultant Clinical Psychologist will provide professional leadership, mentorship and supervision to psychological therapy staff, supporting professional growth, reflective practice and continuous learning.
The post holder will contribute to recruitment, appraisal, performance management and workforce planning activities, ensuring staff are supported to deliver safe, effective and responsive services. They will also play a key role in supporting trainee psychologists and developing future leaders within psychological professions.
Research, Quality Improvement and Innovation
The post holder will lead and support research, audit and quality improvement activity across the Learning Disability Care Hub. This includes developing and evaluating innovative approaches to care, embedding evidence-based practice and contributing to the Trust's research and improvement agenda.
The role offers excellent opportunities to influence service development at local, regional and Trust-wide levels, including collaboration with academic institutions and external partners to advance learning disability practice and improve outcomes for service users.
Teaching and Knowledge Sharing
The Consultant Clinical Psychologist will play a significant role in developing psychological knowledge and capability across the organisation. They will design and deliver training programmes for multidisciplinary colleagues, supervise trainees and support the development of best practice across learning disability services.
Through teaching, coaching and consultation, the post holder will promote psychologically informed approaches that strengthen the quality of care provided throughout the Learning Disability Care Hub and wider Pennine Care services.
